Storms are there everywhere in the world, but such hurricanes are different things.
In the Quran, God said He terminated the tribe of Aad (near Yemen) with a stormy wind that lasted 7nights and 8 days continuously which plucked people out of their homes and cast them dead.
Any calamithy that afflicts man or community; it is because of the sin and disobedience of that man or community.
This of course incluedes all people whatever their religion or race when they transgress and wrong others and are idolaters, enthusiastics, or atheists.
If this man or community is good and righteous, then why should God inflict them with such calamity, when He is All-Able to shift it to another place and avoid them its dangers.
(
Yet your Lord never destroyed cities until He sent into their capital a messenger, to rehearse Our revelations to them; and We never destroyed the cities unless that their people were wrong-doers.)
The above between brackets is the explanation of the Quran 28: 59
وَمَا كَانَ رَبُّكَ مُهْلِكَ الْقُرَى حَتَّى يَبْعَثَ فِي أُمِّهَا رَسُولًا يَتْلُو عَلَيْهِمْ آيَاتِنَا وَمَا كُنَّا مُهْلِكِي الْقُرَى إِلَّا وَأَهْلُهَا ظَالِمُونَ

Of course it is, until they resort to God alone without associate and leave their enthusiasm.
It is like the setting of Nabuchodonosor on the Israelites in the past,
and it is like the setting of Hitler on Christian peoples of England and France ..etc.
