I think it depends on the agreement with the host country..US airbase Leased from Iraq is sovereign soil just like a consulate, so Iran attacked the US.

Sure , Iran does not always handle things as effectively as they should....... and do carry angst..........that is shown in aggressive conduct................but one might take time to look at the historical profile of events between the US and Iran....... BOTH parties are responsible for their conduct .......and he US does not play fair either. The US claims to be a nation of laws and higher standards...........so why does it not act like that?? The US is trying to change Iran's behavior with force and sanctions and threats BULLYING .......... which will not work............... IF the US wants Iran to change its behavior to the US.........the US has to change ITS behavior first........so as to elicit the kind of behavior that is constrictive That is just basic behavioral psychology. antagonism just gets everyone''s back up... and go into a defensive position.
