"by sending a message not to anyplace with a civilization that can read and write and has figured out something about how to think and spread a message, but to one of the most ignorant and least literate groups of people on the planet?"
Suppose for a second that salvation required two groups, one to live inside New Jerusalem and the other larger group was to live outside the city once the New Earth is operating, time difference 1,000 years
Do you write the prophecies (Bible really) in such a way that only 1/3 will understand or do you right it so less than that understand and add to that number just before the decision time? That would seem to be kinder that writing a book that everybody could understand and believe in, only to have 2/3 lose their faith just before the decision time? That would seem to be cruel, no other word for it.
According to the verse below does God even have to put it down so anybody understands it in anything but hindsight?
Isa:42:9:
Behold,
the former things are come to pass,
and new things do I declare:
before they spring forth I tell you of them.
