It'd still be considered small compared to 50%, but it's still a large % of the population.... and that's just the % that openly admitted they use the drug, so in reality, that % is probably even higher.

How do you ever expect laws to change when you're expect to just "Shut Up" about that law? If nobody challenges the law, if nobody openly questions or voice their opinions over a law, then logically that law will remain exactly as it is and will never change..... unless you somehow believe that if we all just shut up, be quiet and act like good little children, the government might magically change the laws on illegal drug use as a reward for our good behavior?

Not really, it's the same report that's copy/pasted exactly as written as found in a number of news sources at the time of the report... thus they didn't really write it.... and one example does not suddenly wipe away all of the other countless examples of bias.... besides, the report is written in a way that focuses on Canada as having a worse issue with drug use (marijuana in particular) then the US, so obviously they don't need to tweak it in order to suit their agenda.
Although further in the report they do note that US teenagers use Cocaine a hell of a lot more then Canada or most other nations they studied.... but since Cocaine is George Bush's and the Republicans choice of drug..... that just seems more like bragging rights then anything.
But that's ok, I'll take the bragging rights about marijuana.
