Is it perhaps a little early to draw that conclusion? (Nothing like getting rumours started) I'm not a fan of his but once in a blue moon he has to get something right!
I don't actually believe that Trudeau had anything to do with the failure. He didn't have much of a chance to get anything accomplished. The Chinese weren't interested.
Consider that China, with a population of 1.2 billion people, and a growing industry serving many markets, is visited by the PM of a country that has 33 million people and little to offer them. This is a political meeting. But Canada isn't particularly powerful - economically or militarily - so apart from a few photo ops, what did China have to gain by this? They are the stronger of the two in the room. If I were Li, I would think, who cares what Trudeau says?
It would be nice to know what was said privately between them, but more importantly, what was discussed by the negotiators of both countries.
Contrast that with Ontario. It just signed a billion dollar agreement with Chinese businesses. Same purpose, but different approach. Why was Ontario successful, but Trudeau wasn't?

Premier Kathleen Wynne's trade mission to China has so far secured more than $1 billion in agreements between Ontario and Chinese companies.
The government says those agreements will create more than 1,100 jobs in Ontario.
Speaking from Nanjing, Wynne told The Canadian Press that these types of trade missions are important to build ties to other countries.
