The $3 million I mentioned is solely for the operations of Insite, bear in mind that Insite is basically the Mecca for drug users and with that population attracted to that area, additional costs pile up like the increased man-power of the police to deal with the area, city crews to clean up the trash (needles, paraphernalia, etc) or the city, provincial and federal admin costs that are heaped onto the overall cost of Insite.
I an go on, but the #'s only get worse.
It won't ever be cost effective JLM. Fact is, Insite doesn't actively (aggressively) work to rehabilitate users, like RCS just pointed out, Insite enables these folks to continue down this path of destruction.
The cold-hearted analysis of this will support the notion that the longer an addict is using these substances and only consuming public resources (without any input), their relative costs go up in both the long and short term... In effect, Insite is dragging-out this process and costing the system more money overall as compared to the scenario that they didn't exist.
