The modern world is rolling over aboriginals in Canada. Just like the modern world rolled over the Irish in the mid 19th century during the famine. And it seems just like the modern world is rolling over east Africa with its famine right now. The short answer is that subsistence people, wherever they are in the world, are being rolled over. Pre-modern cultures will always exist in some numbers in some remote parts of the world, but I can't see how they can thrive in Canada.
What I see in Canada is that the govt is trying to ease the transiiton of subsistence people to the modern world. Much of the work is not going well because good intentions crash and burn against harsh reality. Poor English skills? You're doomed. There's very little linguistic market multiculturalism in Canada. Poor education? You're doomed. The information economy demands educated people, if not, you're marginalised.
Unless Indians figure out a way to produce educated Indians who know English well and have marketable skills, they fail. All that matters are results. Otherwise lives are being wasted, as they are right now.

And you think moving all aboriginals to cities and towns *wouldn't* involve spending any money?
