Lol...no it's exactly the same. The point of an emergency response plan is that politicians don't have to meet and vote on things. Hint, you don't have to officially declare a disaster or state of emergency to implement the plan nor do you have to implement the entire plan.
The only thing that really hinged on a decision by elected officials in Toronto was if it was declared and emergency or not, and that power rests with the mayor.
