If you go to Google earth, look up the powder face ridge gap, move the cursor to the HIghwood & look at the Squaw coulee diversion, and then rise the Ghost - move Morley.

I suppose it would just be a simple matter of diverting it off to the Red River and then reversing the flow on the Red or better yet diverting it to the Missouri in northern Montana.
