For those who are interested in the process, this was a three-judge panel of the Fourth Circuit Court of Appeals (a Federal court).
The next step will be "en banc review," where the full court will review and either uphold or overturn the panel.
Then it's on to the Supreme Court.
I don't see how this one can stand. There is no age at which one becomes an adult for all purposes. For example, one can enlist in the armed forces at 17, with parental consent. At 18, one can vote under the Twenty-Sixth Amendment. Driving licenses are a matter of state law, and various ages and restrictions, from 14 to 18, apply in various states. One cannot purchase alcohol until age 21 in any state, under state laws passed under threat of denial of Federal highway funding. The age of consent for sexual activity or marriage is a state matter, and varies from 13 to 18, with various restrictions and limitations. And typically one cannot rent a car until 25, though that is corporate policy and not law, it's not forbidden as discriminatory.
We'll see what happens. Probably take a couple more years at least. In the meantime, the court's ruling holds in Fourth Circuit territory, which is the states of Maryland, Delaware, and Virginia.

A Utah-based manufacturer is enemy No. 1 with a bullet, according to some critics, for producing a customized gun kit that encases a Glock handgun in Lego-like bricks — giving niche gun enthusiasts a pistol that looks like a toy.
“Here’s one of those childhood dreams coming to life, the Block19 prototype, yes you can actually build Legos onto it,” the company, Culper Precision in Provo, Utah, posted to its Instagram page. “We superglued it all together and surprisingly it survived a little mover 1,500 rounds in full auto at Shootah this past weekend.”

The real custom “toy” gun ranges in price from US$549 to $765.
“The idea is that customers who have a Gen 3 or 4 Glock 19 with a black polymer frame and have already purchased an aftermarket blank side … can send that in and we will return a Block19 to them for around $600,” company president Brandon Scott said.

“Making a legitimate firearm appear to be a toy is simply irresponsible,” another comment read. “Just because we can, doesn’t necessarily mean we should.”
Federal law prohibits toys from being manufactured to look like guns but no law prohibits guns from being made to look like toys, the Washington Post reported.
The kit was removed from the company’s website after Lego sent Culper Precision a cease-and-desist letter, according to the Post.
