You're on the wrong planet, buddy! A person with any brains might suggest "the first step is removing criminals". (Guns can come in handy for doing that)
Second step might be removing idiots.
According to the Toronto Chief of Police, 82% of the handguns seized in crime there are smuggled in from the USA.

I mean, they've done such a fine job of preventing gangs from importing cocaine and fentanyl by the tonne, stopping them importing guns should be easy. LOL.
I encourage the gov't to tackle this huge problem first, then, when they succeed, they can work on the other 18%.
Which can be easily done by body searching every pedestrian coming across, inspecting EVERY vehicle coming across, EVERY shipment by boat, plane or truck, every person who dodges customs etc. and scrutinize every piece of mail. Nothing to it!

I don't know about now but 25 years ago the easiest way to smuggle stuff from the US was on a tour bus.
On a tour bus to Nashville I brought back 12 bottles of everclear, something like 190 proof.
The customs agent at the border stuck his head in the bus and asked? anything to declare?
One older lady on the front seat by the door, winked at him and said, "You don't want to know? do you?
He looked at all the older people in the bus,shook his head,
and just waved us through and the second bus from northern ontario he waved through without even asking anything.
If I had known that, I would have bought a couple of handguns while I was down there.....

That would be real smart. Then only criminals would have guns. Very few criminals get guns from legit gun owners for the simple reason that very few legit gun owners have automatic weapons to start with and even fewer would knowingly sell them to criminals.
Because it is a stupid idea and unenforceable. It is already illegal for criminals to own handguns yet they have thousands of them. So why not just enforce the laws we have against criminal activity?
Not necessarily. Anyone with a reasonable mechanical skill can make a hand gun from parts. A moderate machine shop can build an AK 47
