Harpy did cut R&D by quite a bit.
And the muzzling thing was not so important considering the press, but scientists were not allowed to collaborate with scientists from other countries in their fields of research. THAT was sheer stupidity, IMO.

The muzzling reduced scientific collaboration down to 36%. And the cuts mostly affected research into crude oil/the oil sands extraction and whatnot and atmospheric/ice/pollution research but also affected cancer research, oceans research, and others.
Harpy did not get around to burning books and stuff, though. Maybe that would have been too big of a task.
