They will never sign anything that requires them to do anything. The UN knows that so polluters #1 and #4 will get a pass while the UN continues its attempt to shakedown Europe and N. America.
India and China are dead ends.
And Canada will be required to sacrifice and pay while an economy that dwarfs theirs is allowed to continue as usual under no obligations.
