PS - I have not heard of any nations paying the fines to the IPCC as agreed.

nonsense... the IPCC has nothing to do with climate agreements! Step up and support your claims concerning Kyoto signatory nations!

Who do you pay the noncompliance fines to?

so what? The signatory phase will proceed... if the U.S. once again refuses to ratify their signatory commitment, other nations will proceed. And the U.S. will be looked upon as the pariah/rogue nation, it usually is!

They will never sign anything that requires them to do anything. The UN knows that so polluters #1 and #4 will get a pass while the UN continues its attempt to shakedown Europe and N. America.

India and China are dead ends.
