Very doubtful. It would probably be worse. This suggestion occasionally pops up from extremists after shootings. Think it through.
There has just been a shooting. Fear and probably panic are everywhere. People are trying to flee in every direction. Nobody has a clear and complete picture of what is happening. Nobody knows who are the bad guys and how many there are. Now a bunch of vigilantes shows up to add their gunfire to the milieu. They have no way of knowing who is involved or why. They have no established team structure, tactics and leader. When the police show up what do they see? How do they distinguish between good guy and bad guy? In a general gunfight who is responsible for protecting the public? How much chance do police have of catching the first shooters? Who knows which bystanders are shot by whom? When a good guy arrives at the scene with his gun drawn who does he shoot at first?
If the cops dig a bullet out of an innocent bystander and it comes from the gun of a vigilante, should he get away with the shooting? In a rule of law country the state has a monopoly on the legitimate use of force. No reasonable person wants armed total strangers butting into a shooting and turning it into a general fire fight. It sounds more like a childish wish to play cowboy with other peoples' lives and futures. Canada doesn't need or want mass gunfights. We can catch enough on US tv and news.

That's what you call "statistically insignificant."In the U.S. there have been 186 Mass killings in the U.S since 2006... with a total of over 900 dead. Throughout the developed West, i doubt that any other country has 10% of that rate of mass homicide and rampage killers as a percentage of population. I couldn't find any on a quick google seach.

Maybe we need to quit wringing our hands over the mass shootings and focus on the other 10,000+ gun homicides each year.

I hardly know what to say, and meanwhile Americans defend their right to own any gun they want with no restrictions. How many more of this sort of attack must happen before they demand some reasonable gun laws?
In the last several school massacres how many lives would have been saved if even one teacher had a gun and knew how to use it? You could very well wind up dead waiting for police assistance.
