What possible useful information could a US citizen possibly have? Most of them can't even find their own state on a map which is why GPS is a must in cars there.

No there is not. You either torture or you don't. You can't make exceptions based upon the severity of the crime. Nor can you be the judge jury and executioner.

I'd mention the legal definition in the U.S. Code, but why bother? If anybody's interested, it's at 18 U.S.C. sec. 2340.
