I was not aware that you had spent a great deal of time with Chairman Kim and as a result have compiled such a robust and it seems complete understanding of the NK situation. Some would think that you are a victim of a simple published construct validating the need for war against an uncooperative minor state fully exercising it's right to exist and defend itself under full compliance with international law. You may have missed who is threatening who in this case, perhaps, maybe.

They are still at war, and the US has already killed millions of NK in the war bombings, which the NK never did to the US - they only killed or wounded the victims the US donated to die or get wounded there in their civil war.

Actually if we were smart, we could easily destroy the North Korean regime within a generation without firing a shot.
1. The US signs a treaty with China guaranteeing that even if Korea reunites, US troops will remain off of what is presently North Korean soil except to defend Korea only after a clear declaration of war against of invasion of Korea by a foreign power not including North Korea as long as its regime exists. This would reassure China of its primary fear of Korean unification. After all, I'm sure even China recognizes the advantages of a united Korea. It just doesn't want US troops on the Chinese border.
In exchange, Chinese will impose stricter trade sanctions against North Korea.
2. Canada signs a free-movement-of-people and free-trade agreement at least for sole proprietorships, worker cooperatives and consumer cooperative natural monopolies with China in exchange for China imposing even stricter trade sanctions against North Korea. This way the trade agreement will compensate for China's economic losses resulting from the sanctions.
With this, the North Korean regime would collapse peacefully within a generation.

It's come to the point now where The World needs to address North Korea with more scrutiny.
In 98 and recently, North Korea has violated Japanese air space. This should be a big deal. What if next time Japan decides to shoot down the third missile and there is fallout from that onto one of their cities?

Way too little and way too late. The Chinese have been enabling this regime a!! along. You have to wonder who helped the Norks go from a primitive fission bomb to a working (and they claim compact) fusion bomb in a couple of years. China? Russia? It's not entirely china's fault. If we know China itself dislikes the North Korean regime, yet still chooses to defend it, then logic dictates that there is something the Chinese dislike even more. Three possibilities come to mind, though there may be more:
1. A refugee crisis on its border in the event of rising hostilities.
2. US troops on the Chinese-Korean border after unification.
3. Losing some trade with North Korea.
If we refuse to address these matters, then the fault is partly ours too. For example, imagine an agreement between the US, China, and Canada agreeing to the following:
1. China will enforce all UN resolutions against North Korea.
2. The US shall not station troops North of what is present-day South Korea even after unification except if another state unambiguously declares war against the newly unified Korea or clearly invades it; and even then would return south once the war or invasion is over unless China was the aggressor nation.
3. The US and Canada will promote freer trade between them and China to compensate for China's losses resulting from sanctions against North Korea.
If we refuse to acknowledge China's concerns, then we are part of the problem too.
The North Korea regime can not be allowed to collapse, because China will never allow any opportunity for the U.S. to build a military base next to it's border with North Korea.
