This is really simple. Cab drivers need a license to operate a cab. Dogs not allowed; license not allowed.

What if the cabbie is allergic to dogs?
That is still better than a big dog being allergic to cabbies. Most cities also have handi-cap buses.

maybe the cabbies should simply have a sign on their cabs on who they will NOT pick up and then the people can decide which cabbies will get their business.

easy peasy.

To be honest it's hypocritical. I've seen Muslims in Muslim countries using dogs to Shepherd animal across the open land. A human using a dog as a guide is no different in the sense with the animal being a tool. I'm sure Allah is understanding enough to understand himself and so should these cabbies

A friend of ours is a para. When he visits Vancouver and needs a cab he asks for one that accommodates wheelchairs. The company phone person asks if he can transfer in and out of chair easily or not. Then if not they send a van with a lift. If people can transfer they can use a regular cab with a trunk or compartment big enough for a wheelchair.
Certainly, however, if a cabbie pulls over and sees a dog, they do not have to stop. Or if the cabbie is sitting and someone wanders over wanting a ride, the cabbie can just say they are waiting for an appointed fare. There is no need to be rude or unpleasant. The ones that are rude and unpleasant should not have licenses.

We visited my sister one time and the 3 of us were in a cab and going to a restaurant. The cabbie was Pakistani or Hindu or from somewhere over there in south east asia and he seemed to want to give us a $150 tour of various Vancouver streets before getting us to the restaurant. That plan did not work because my sis pipes up and gives the cabbie exact directions on how where to go in the least amount of time. Cabbie was a bit put off. lol

What the cabbie likes and doesn't like really doesn't matter. Service dogs are covered in Toronto Municipal Code, Chapter 545: Licencing.

In part:
a taxi driver is required to permit a guide dog to travel in the taxi but is not required to transport other types of pets or animals. The bylaw does not indicate a requirement for service to passengers traveling with pets. The taxi companies, however, are encouraged to allow pets to travel in the taxis as part of the customer service they provide.

Here's a quote from the very beginning of the article in the OP:

Now I do agree with the concept if you are serving the public under a license
and you refuse service for this particular reason which is recognized in society
you should lose your license.
I also think there are other problems out there like in our city we had drivers who
refused to drive a bus because of a pro choice advertisement. In this case the
driver should lose his job as well. He is working for a licensed operator and has
a license to drive under more demanding conditions.
I think religion should be left at the door of the workplace and if the rules and laws
are not followed religious freedom nonsense should not apply this is a secualr
society
