According to Gallup, the average job approval rating for Carter's four-year term was 45.5%, just 4.8% less than the average of Reagan's first four-year term (50.3%). Reagan had a significantly higher average during his second four-year term (55.3%), but I am only considering his first term because that's the closest to Carter's Presidency and because we're suggesting that the Carter Presidency was a cause of the Reagan Presidency.
There's not enough evidence there to label Carter abominable and Reagan the greatest thing since sliced bread.

As always with economics, the President can't take full credit or blame for it, since it is only dependent upon him to a limited extent.
So, Coulter's point is that young people who elected Carter (even though, as she points out later in her column, young voters split evenly between Carter and Reagan in the 1980 election, which makes you wonder why this opening sentence is even relevant), and that's evidence of why young people shouldn't be allowed to vote.
