Have every user do a 'taste test' at certain levels of intake and the VR driving machine will tell if they are impaired or not. Then do the ones for the drunk drivers at the limit they were at when they were arrested and compare the two.

Taxing it through the Gov just puts a different name on who is responsible for collecting the 'profits'. While I whole-heartedly agree when it comes to efficacy, the time frame is what makes the difference. If you need out and out pain killing relief, then most strains of pot won't help, although I have run across some that certainly had a nice analgesic effect to it. Pot is better for pain management, especially if the medicating is going to be long term. While I still use prescription opiates for the really bad days, most of the time I can get by with marijuana with anti-inflammatories as an occasional booster. The reason I mentioned time frame earlier is because I shudder to think what my kidneys and liver would be like if I was using the opiates on a near daily basis for pain relief instead of using marijuana for pain management over the last several years. The other benefit to pot over opiates is the lack of a physical addiction factor and the fact I can still function on marijuana. Opiates always make me vomit, then they make me all fidgety and scratchy like I'm some meth-head and they give me that munged-out feeling.
