Youd need watchmaker level skills to file out a receiver, bolt and firing mech without a milling machine.
Half decent milling machine is under three grand.
The point is guns can be easily made and quality isn't the first box to check for gangbangers. Which brings us back to the fact that more stupid and expensive laws on legitimate gun owners isn't going to stop the gun crime problem and anyone that thinks it will isn't living in the real world.
