If properly trained volunteers, yes. And I mean trained in firearms use and self defense law to the level of a peace officer.
They have an emotional connection with their students, thus more incentive to protect them.
As well, they will be in the school, and a target, therefore they would be defending themselves.
I have to say, that's the very first time I've ever heard of all cities over 10,000 lumped together.
Ordinarily, it's more like 2000 to 10,000, 10,000-25,000, 25,000-100,000, 100,00-500,000, 500,000-a mil, and over a mil.
