There is already a system in place. First the party has an annual leadership convention where the faithful decide if they want to keep the current leader and then every four years all voters get to decide if the party made the right decision. This way the PM can worry about the job at hand instead of running what would amount to a continuos election campaign. Works well.

Pro-Palestinian activists have held a demonstration outside the Jewish National Fund in Toronto to protest against the pro-Israeli policies of the administration of Canadian Prime Minister Stephen Harper.
Demonstrators on Sunday condemned Israel’s policy of apartheid and the fund’s land policies in the Negev Desert.
The protest coincided with a ceremony in honor of the pro-Israel Canadian premier.
Harper told the participants of the event that the Israeli regime would always be able to count on Canada for support.
“Israel will always have Canada,” Harper stated.
Israeli Prime Minister Benjamin Netanyahu praised Harper as a “true leader” in a televised message after he made the comments about Israel.
“I salute you Stephen, not only as a personal friend, and a friend of Israel but as a great leader,” Netanyahu said.
