Other synthetic opioids (primarily fentanyl) were the main driver of drug overdose deaths with a nearly 14-fold increase from 2012 to 2019.

After 16 months spent blowing the horn at home, practitioners of an ancient tradition are to return to the streets of a North Yorkshire city.


Hornblowers have been performing their nightly duties in Ripon, near York, for more than 1,000 years.

But its trio of tricorn hat-clad tooters have been broadcasting from their back gardens since last March.

A special ceremony will herald the return of hornblowing and the arrival of the troupe's fourth member.

Known as "setting the watch", the noisy ritual usually takes place around Ripon's Market Square.

Before the pandemic, one of the hornblowers would give their instrument a blast at each corner of the city's obelisk before regaling a rapt audience of up to 90 people with a short history of the area.

They would then walk to the mayor's residence to let him know the night watch had been set.

The tradition is said to date back to 886 AD, when Saxon king Alfred the Great gave Ripon a horn after granting the city a Royal Charter.

His gift led to the appointment of a wakeman - who would patrol the settlement at night and sound the alarm if he saw a potential threat.

Since the first UK-wide lockdown in March 2020, hornblowers Wayne Corbett, Richard Midgely and Allison Clark have performed the ceremony at home.

"We've been working from home, ensuring the tradition is maintained, setting the watch from our individual back gardens and posting it live on Facebook.

"We've had a lovely little following of loyal people who have watched us every night online and given us lots of encouragement and support."

Ms Clark said she was "very excited" to return to seeing people "in the flesh".

The pandemic interruption is the first time the tradition has faced such disruption since World War Two, when it was moved to earlier in the evening due to the blackout.

Not sure how this will work? My vaccine and other medical history is private and confidential which means that no one but my doctor will know about it. So how can the airlines determine who’s been vaccinated or not? Many of us will just refuse to provide this information for privacy reasons.

After December 31, 2021, CDC will withdraw the request to the U.S. Food and Drug Administration (FDA) for Emergency Use Authorization (EUA) of the CDC 2019-Novel Coronavirus (2019-nCoV) Real-Time RT-PCR Diagnostic Panel, the assay first introduced in February 2020 for detection of SARS-CoV-2 only. CDC is providing this advance notice for clinical laboratories to have adequate time to select and implement one of the many FDA-authorized alternatives.
Visit the FDA website for a list of authorized COVID-19 diagnostic methods. For a summary of the performance of FDA-authorized molecular methods with an FDA reference panel, visit this page.

In preparation for this change, CDC recommends clinical laboratories and testing sites that have been using the CDC 2019-nCoV RT-PCR assay select and begin their transition to another FDA-authorized COVID-19 test. CDC encourages laboratories to consider adoption of a multiplexed method that can facilitate detection and differentiation of SARS-CoV-2 and influenza viruses.

Such assays can facilitate continued testing for both influenza and SARS-CoV-2 and can save both time and resources as we head into influenza season. Laboratories and testing sites should validate and verify their selected assay within their facility before beginning clinical testing.

With less than a week left in the month, July’s on track to see international arrivals carrying COVID-19 passengers exceed those before Canada banned passenger flights from India.

Numbers provided by Health Canada and collated by the Toronto Sun show, as of July 26, 272 flights arriving in this country carried passengers infected with COVID-19.


That’s compared to 287 throughout all of April, the month Transport Canada issued a Notice to Airmen (NOTAM) forbidding direct passenger flights from India in response to high numbers of infected passengers arriving on those flights.

Earlier this year, the Sun reported that surge coincided with India’s devastating variant-fuelled second wave of COVID-19, with infected passengers reported on nearly all of the four-daily arrivals from Delhi’s Indira Gandhi International Airport, peaking at 66 in April before the ban was enacted on the 22nd.

Passengers from India must now arrive via indirect flights, and must obtain a negative PCR COVID-19 test from their last port of departure before arriving in Canada.

Last week, the Sun reported 161 infected flights had landed this month as of July 20.

Seventy-one of this month’s flights originated in the United States, 34 more since last week.

Flights from Mexico, July’s largest overseas source, now sits at 24 — 17 via Mexico City.

Flights from Amsterdam increased from 13 to 21 over the past seven days, followed by 18 each from Paris and Istanbul, 15 from Morocco, 12 from Frankfurt and 11 from London.

Health Canada doesn’t make public how many passengers on each flight tested positive, instead providing row ranges of where infected passengers sat.

Canada’s rising numbers of infected arrivals demonstrates the problematic nature of building border policy around pre-departure testing, said Ambarish Chandra, associate professor of economic analysis and policy at the University of Toronto.

“We’re asking people to get tested 72-hours before flying,” he said.

“Assuming they test negative, and even if the test is valid, anytime within that 72-hour window they could pick it up, and therefore test positive.”

He described much of Ottawa’s pandemic border policy as redundant — particularly with vaccinated travellers — and more interested in being reactive over proactive.

“The measures we’ve introduced since January have been extremely blunt,” he said.

“I don’t really think they’re doing all that much to stop spread or reduce cases, I think they’re just designed to give us the appearance of that.”

VANCOUVER — Canadian border guards and customs officials voted on Tuesday to go on strike just days before fully vaccinated U.S. citizens and permanent residents will be allowed into Canada, unions representing the workers said, a move that could potentially cause disruptions and hurt businesses emerging out of the pandemic-driven economic downturn.

A strike would slow down commercial traffic at the land border, the unions said, as well as impact international mail and collection of duties and taxes. But a spokesperson for the Canada Border Services Agency (CBSA) said 90% of employees have been identified as “essential” so will continue to work in the event of a strike.


Last week, Canada announced plans to allow fully vaccinated Americans on Aug. 9, and fully vaccinated international travellers starting on Sept. 7. The border has been shut for non-essential travel for more than 16 months because of the coronavirus pandemic.

The Public Service Alliance of Canada (PSAC) and the Customs and Immigration Union (CIU) said in a joint statement that strike action could begin as soon as Aug. 6 after 8,500 members voted in favour of the action. Contract talks reached an impasse in December 2020, the unions said.

Prior to the pandemic, tourism was the fifth-largest industry in Canada, contributing $105 billion to the GDP and providing one in ten jobs, according to the Tourism Industry Association of Canada.

Corinne Pohlmann, senior vice president of national affairs for the Canadian Federation of Independent Business, said a strike would compound issues faced by small businesses throughout the pandemic – slow shipping times, lack of customers, rising costs.

“It’s not favourable at all for a lot of small businesses relying on either goods coming across the border or people coming across the border,” Pohlmann said, calling the timing of the strike “extremely unfortunate.”

But CIU President Mark Weber told Reuters that the union didn’t plan this strike to coincide with the reopening of the U.S. border, pointing out that the unions began the strike vote “before we even knew what day the borders would be opening on.”

Weber is still hopeful they’ll be able to make a deal with the federal government without going on strike. Their demands include higher pay, the ability to carry their guns in areas like airports and to address issues of “toxic” workplaces, he said.

The federal government is “disappointed” that PSAC rejected a “fair offer for its members,” but remains “open to returning to the bargaining table at any time,” a government spokesperson said in an emailed statement.

CBSA spokesperson Judith Gadbois-St-Cyr said officers have proven their resilience since the beginning of the pandemic by helping to prevent the spread of the virus and its variants.

“We expect that our officers will continue to fulfill their duties with the highest level of integrity and professionalism.”
