Should ALL action in war be avoided where there is the slightest chance of civilian casualty?
The simple fact is, almost any action in war is "justifiable", as long as you're on the winning side.
So are humans...
As a government that is "suppose" to run by the consent of the governed, I would say no. Rogue factions of society can be dealt with by the local police.
Easy to say that when there is little to no chance of another countries military attacking civilians here. It also hasnt happened in quite a long time. If its ok for one group to kill another's civilians then why would it be wrong for it to go the other way?

Not any more are they "so called". They got the label because it fools the easily fooled to whip them into frenzy. More properly - and before fanatics hijacked cause - they would have been fighting for survival in the mess created by foreign policies more akin to date rape or in the despondency created when they were no longer of use in someone else's war.
