Okay, you're partly correct. There's not a lot of high speed rail outside of southern Ontario and Quebec simply because of A) the huge distances between population centers and B) Too low of a population density throughout the vast majority of Canada to make the investment worthwhile.
For example, you know all those high speed rail lines in Europe and throughout Asia? Well only 3 of those lines actually make a profit. All the rest require subsidies to keep them running. And Via already has enough problems with profitability.
