Yeah I guess you could say that but looking back at 2016, Hillary won the popular vote but because she won those votes in fewer states that gave Trump an advantage in states with smaller populations, then there's the winner take all rule. I dont know if changing it from states to counties would make a difference.

It would definitely make a difference in that some of the big states have anywhere from 50 to 100 counties and even one or two counties going against the grain of the state would make a slight difference, BUT when it's all done would it make a difference to who is president? Maybe not. But people would have less to complain about, possibly.

Actually Walter, that's not entirely true. Joe Biden didn't become a multi-millionaire until after he left office in 2017 through book deals and speaking engagements.

It was so bad that American banks refused to lend him any more money and he had to rely on Russian oligarchs to bail his ass out and now he is beholding to them. Probably by with holding passing more than a hundred of bills the Democrats passed in the house and now sit on his desk at the behest of his puppet masters.

Trump overinflates his value, and any money he generated was only because he inherited over four hundred mil from his daddy. Biden is self made, Trump is not.

It was in an interview with Brokaw, it can still be seen on C-span if you care to watch it. The Republicans certainly were in favor of ratifying it in an act of revenge in '51 and would look the hypocrites if now they wanted to do an about face but nothing Trump would do to hold on to power would surprise me.
