Matt Gurney on COVID-19: Don't panic at the surge in Canadian gun sales


Though it’s hard to track with certainty, there are some reports that Canadians are buying up ammunition and firearms. This is happening as well in the United States. Those already ill disposed toward civilian firearms owner in Canada probably feel a bit queasy at the prospect of guns and ammo flying off of shelves, and assume it’s driven by blind panic, fear that the COVID-19 pandemic will result in some societal collapse and we’ll all soon be killing each other for the last roll of toilet paper.

There’s undoubtedly some of that going on. But the real answer is probably a lot more mundane, and less easily slotted into pre-existing opinions regarding civilian firearms ownership in Canada. Sorry, culture warriors.


We’ve seen this before, actually. A series of articles a few years ago made much of a rise in ownership of firearms in Canada — particularly those firearms classified under the Firearms Act as “restricted” firearms. This mostly means handguns, but does include some rifles as well. The number of such firearms lawfully owned by Canadians climbed steadily from 2012 to 2016, the articles noted, and the rise seemed to begin after the Harper government scrapped the long-gun registry in 2012. There may well have been some psychological effect of the scrapping of the long-gun registry on sales of restricted firearms — but not a direct one. The long-gun registry registered non-restricted firearms. It had nothing to do with registration of restricted guns, which has remained in full force to this day. Other Harper-era changes to our gun control laws similarly would have had minimal impact — zero, in most cases — on the sale of restricted guns, because the purchasing and licensing requirements weren’t changed. A lot of Canadians who don’t understand the complexities of our gun-control system probably assumed that scrapping the long-gun registry somehow made it easier or more convenient to buy a handgun. But it didn’t. At all.

So what did happen? No one knows for sure, but you know what else was happening around that time? The Canadian dollar went up relative to the U.S. dollar.


Not steadily, of course. That’s not how currency exchange works. But around 2012, while the long-gun registry was being scrapped, the Canadian dollar was riding high against the greenback, even above it at times. The vast majority of firearms sold in Canada are sourced from the United States — the world’s largest manufacturer of firearms. They’re sold by U.S. distributors and manufacturers to Canadian stores at prices marked in U.S. currency. And then to Canadian customers in Canadian currency. So when the Canadian dollar is high, firearms, like any other import from the U.S., get cheaper to Canadian customers. And more Canadians buy.


This is just a theory, of course. There’s no real polling or way to determine why any individual makes a specific purchasing decision.



But for all the ire aimed at Harper for scrapping the long-gun registry, and the apparent surge in purchasing it caused in a class of firearms the long-gun registry didn’t even track, it always seemed odd to ignore the more boring possible explanation that people bought more guns because guns became cheaper.

The Canadian firearms and ammunition market still get a huge percentage of its inventory from the U.S. The Canadian dollar is weakening, which means that the next shipment of supplies to Canadian retailers are going to cost more than what’s on the shelf today. Further, the pandemic seems to be hitting the U.S. much harder than Canada. What that’s going to mean for U.S. manufacturing and exports is anyone’s guess. But with disruption to manufacturing and exports possible, even likely, and with soaring demand for guns and ammo in the U.S. already eating into their domestic production, any Canadian hunter or sports shooter who was thinking of making a purchase should make it now. It may be a while before shelves are restocked and when they are, the prices are likely to be higher, due to the recent weakening (though admittedly not dramatic) of the loonie against the greenback. And sales volumes were already high, as firearms owners tried to get ahead of changes the federal Liberals are considering to existing firearms laws (they seem somewhat distracted by other matters at the moment, mind you).

To be clear, there probably is some degree of “panic” buying going on, as Canadians contemplate some grim possible scenarios if this pandemic and its economic consequences linger and hit the country hard. The pandemic has revealed weaknesses in our society and made possible — not likely, but possible — some truly appalling possibilities that Canadians simply haven’t had to worry about in generations, or longer. There’s nothing wrong with an individual or a family considering how best they can improve their own security (economic, food, and yes, physical) during dangerous and unsettled times. If that sounds like paranoia to you, just try to imagine what it would have sounded like three months ago if someone had told you we’d all be essentially confined to our homes while the economy collapses and the Americans prepare to dig mass graves in New York City.


Still, the overblown fear over the previous surge in gun sales is a good lesson for us all. People buy firearms for a lot of different reasons, many of them absolutely mundane. Given how long it takes to get a gun licence in this country, anyone buying a gun today already had their licence (or, at least, had begun the process of getting it) before the pandemic. The Canadian gun licensing system overall does a very good job of doing what it’s supposed to do — keeping firearms out of the wrong hands.
In short, we should all remain calm. We’ve got real problems right now. A good sales month for your local hunting supply shop ought to be near the bottom of that list.

Gun Licences Rose for 10th Straight Year in 2019 to New Record



Exclusive: Licence holders exceed 2.2 million for the first time.

TheGunBlog.ca — The number of Canadians with a federal gun licence rose for the 10th straight year in 2019 to a new record, driven by demand for firearms for sport and collecting to home safety and hunting.


Why It Matters
The number of licence holders is the best indicator we have of:

  • private gun ownership in Canada
  • whether the market is expanding or shrinking
  • whether our community is getting stronger or weaker
The Royal Canadian Mounted Police had approved 2,216,509 adults for a firearm Possession and Acquisition Licence (PAL) as of Dec. 31, 2019, the RCMP told TheGunBlog.ca on March 23 in response to questions.
That compares with 2,174,725 PAL holders a year earlier, according to the 2018 RCMP Commissioner of Firearms report.

The Ottawa-based RCMP controls private gun ownership and the licensing system.
Soaring Demand
The decade of gains marks the longest stretch of increases since 2001, when new laws threatened jail for anyone who buys, sells or has any firearm without permission from the federal police.
Women have been getting permits at about four times the pace of men, drawn to fast-paced and precision sports using handguns and AR-15 target rifles.
The only Team Canada shooter to qualify for the next Summer Olympics is Lynda Kiejko, a female pistol champion.
2020 Slowdown
After five consecutive record highs for new permits, closures related to the Covid-19 pandemic mean this year will almost certainly show slowing growth or a decline.
“The processing of applications for a new firearm licence is on hold until further notice,” the RCMP said in a Covid-19 update on its website. Renewals by mail “have been significantly impacted.”
The mandatory Canadian Firearms Safety Course to apply for a licence has been suspended in most of the country since March.

The shutdowns come as the virus leads to a surge in new people wanting guns and ammunition.
It typically takes three or four months to obtain a licence after passing the one- or two-day safety course, depending on the licence.
There’s no indication of when classes may resume.
More Canadian Than Hockey
Gun ownership is at the heart of Canadian nature, tradition and the economy.

  • More men and women have a firearm licence than play golf, hockey or soccer.
  • Millions of unlicensed family and friends of all ages hunt and shoot safely and responsibly under the control of permit holders.
  • Hunters provide leadership, expertise and hundreds of millions of dollars each year for nature conservation, wildlife protection, habitat restoration and outdoor education.
  • Hunting and sport shooting contributed $5.9 billion to the economy in 2018.
  • The firearm industry employs almost 50,000 people.
Licensing Vs. Ownership
Many licensed adults don’t own guns, and many families — especially seniors — have firearms for hunting and predator control from before the current licensing regime.

  • A survey last April by Angus Reid Institute showed 14% of Canadian adults said they own at least one firearm, double the roughly 7% who have a licence. (See Question QG17.)
  • That’s 4.2 million owners, based on Canada’s 30 million adults.
  • The Commissioner of Firearms estimated 2.2 million owners in their 2003 annual report, when it had granted 1.97 million licences. (See bottom of page 16.)

Targeting Licence Holders
Having a licence can be a liability.
The governing Liberal Party is targeting permit holders for one of the biggest confiscations against honest citizens by any democracy in history.
The Liberals are preparing new laws to order the national confiscation of 250,000 legally owned rifles, and to enable the municipal confiscation of all 1 million legally owned handguns.
Getting a Licence
The first step to get any firearm is to get a licence after passing the Canadian Firearms Safety Course developed by the RCMP.
To be approved for a permit, applicants must:

  • Get a minimum score on written and practical exams on regulations and safe gun handling
  • Get spousal approval
  • Provide references
  • Submit a formal application with a professional photo and pay the application fee
  • Pass a background check by the police to get a temporary licence card
  • Pass a daily police screening to keep their licence and their guns.

A couple of years ago indoor shooting ranges were popping up around the lower mainland . According to some television coverage women were enjoying learning to shoot , something like a third of their business .

I was willing to compromise..............but the other side is never satisfied.
Licensing, with mandatory safety courses (which I used to teach, BTW), background checks, and safe storage regulation is a reasonable regime of gun control. Registration and an ever-increasing categorization of certain guns as bad is simply stupid, and may be counter productive.


When I was younger, I learned how to shoot a rifle all by myself. I did not need any training to learn how to fire a rifle and I did not need to get a licence to own a rifle. Needing a licence is just another tax on we the people plus the added bureaucracy that goes along with that which cost we the people more tax dollars on people who do not deserve those tax dollars. It has cost the taxpayer's over billions of their tax dollars every year just to have a licence plus training just to be able to learn as to how to shoot a gun. I just hope that all those criminals out there will smarten up and go get trained and get their licences. It's not fair to me.

Next they will be telling us all that in order to get a fishing licence we will all have to be trained first has to how to go about catching a fish. Cast like this, not like that. Good, now here is your licence and pay this(tax)for that licence. When will Canadians ever learn and have had enough of big daddy government? Why do so many Canadians continue to act like a bunch of zombies which they have really become these days. Yes sir Mr. Government, whatever you say Mr. Government. Deplorable.
