I'm not quite sure of the extent and all the ramifications of your post, BUT we certainly don't want to do a single thing that would encourage refugees to bypass the requisite procedures and permits necessary to enter the country.

I'm waiting for western Canadians to start hunting near the border in their pickups. That might scare off some illegals. Armed, to take out coyotes or other vermin. The warmer weather makes varmint hunting more comfortable. Not like the winter, with the cold winds and snow.
