We have a lot of good immigrants in Canada and some useless ones.

Those from India tend to fall more into the useless category. Let's look at some facts to support this.
Your facts don't seem to be very important. The reality as to whether an immigrant is 'useless' depends on how well they adapt to Canada, and whether they are economically self-supporting.
A couple of years back the government, or rather, the immigration department, did a study on which areas of the world produce our most economically successful immigrants, and which produce the LEAST economically successful.
India was on that first list. So was the Philippines. The top countries, of course, were from Europe.
The least economically successful should surprise no one. They were immigrants from the middle east and north Africa. Next worst, China. Sorry, people who think all the Chinese immigrants are high tech workers. They're not.
My question, then. Why are we not taking more people from the top of the list and less people from the bottom?
