And yes, the murder rate has declined. It was declining before the 1995 law, it actually went up briefly after full registration in 2003, but then began to decline again, and has continued to decline since the Conservatives dumped the registry.

Our laws before and after removal of the LGR were very good. It was the "ENCOURAGING" of keeping firearms secure, making it difficult for children to accidently injure or kill themselves as well as adults using them in a fit of anger. Much like installing a fence around a swimming pool.
We will always have criminals who even with limited access to guns, will continue to use bats, bricks, knives.
Inspite of your assertions about India laws allowing certain weapons, licenses for assault weapons etc. yes these are issued to armed forces and only to those persons within those forces with special firearms certificates. I imagine such arms would also be issued to animal control people, considering deaths by elephants are still quite high there.
The police forces in Canada, of course, were in favour of the long gun registry, thinking it gave them some chance of tracing guns used in crimes. It was the encouraging the benefits of having a course in safe firearm handling and above all keeping such arms out of the reach of those who could either harm themselves or others accidently that was and still is the reason gun deaths and injuries are going down. We will always have murders, less maybe and mostly by other means than firearms.
