We knew of experiments, this is new , specific information.
Ya, new specific information. But the whole deal is old news. We thought it was a disgrace without the new specific details.

Many things are public... a map for instance. Yet many Americans couldn't locate Europe.

Guatemalan officials only took part because many details were withheld from them by the Americans.

Dr. Thomas Parran, Jr., the U.S. Surgeon General at the time of the experiments, acknowledged that the Guatemalan work could not be done domestically, and details were hidden from Guatemalan officials. [4] [5]
