Because the goal wasn't a personal attack...she got to give her message afterwards. There are events that she would have anticipated would follow her stunt in the Senate chamber, with certainty:

And she didn't even handle that well. For the most part it was an anti-Harper rant. Sure she mentioned some policy issues, and on may fronts I agreed with her, but she only pointed out the problems, not concrete solutions.
If she had any concrete solutions, she could run the country. We have to keep in mind she is only a idealistic 21 years old with enough guts to stand up for what she believes in. What impressed me was that she did it as a individual, not with a ranting mob behind her.

It's fine for her to dislike Harper, but her actions were completely inappropriate, and she should be found in contempt of Parliament. As a page, she is supposed to be an impartial worker for Parliament.
