That I can definitely get behind. Our public education system hasn't even been able to teach our population how to figure out how to spell Libya even after it's been the focal point of the news for weeks.

Thanx for the correction Tonnington.The amendment was drafted in 2007, and was ratified in 2009...despite the vote in the House. The Federal cabinet can ratify these types of amendments, without even having the support of Parliament. The vote was merely symbolic, for Parliament to have their opinion on record with the motion.
The amendment contains a binding arbitration clause, so basically whenever NAFO regulates, we must now comply, whether or not it makes sense in Canada or not.
