It will be impossible to survive on Mars without a space suit. Mars may perhaps be said to be slightly more conducive to life than moon, but not much.
If Koran claims that human beings can survive on Mars in any great numbers, then Koran is flat out wrong.
Till now you know this only, and later on many things in this respect will be discovered and you will see what truhs are in the Quran foretelling about life and people on Mars and many other planets.

This is the preceding aya 36: 38 (two ayat priorly)
وَالشَّمْسُ تَجْرِي لِمُسْتَقَرٍّ لَّهَا ذَلِكَ تَقْدِيرُ الْعَزِيزِ الْعَلِيمِ
The aya tells that: (The sun moves either to a resting place of its own, or it moves with no resting [from its movement.]
Such is the ordinance (and estimation) of the All-Mighty the All-Knowing [God.])

Science is changable which means its items are not absolutely true, while God's word is unchangable which is the absolute truth.
They simply will discover new things, then say: we were wrong; but you and others will not believe even then unless God Himself guides whomever He please.
Moreover, such objects like Mars and other planets are relatively far, and many of their ideas about Mars are based on imagination till now, and now their programs have been postponed because of economic reasons.
