There are two reasons why our Cdn national debt is soaring to insane heights! Firstly- because people like Cannuck cannot read anything detailed- he tells us so very often- and does not understand the danger! And secondly- because greedy LIE-berals have wasted so much money on stupid stuff that there is no money left for necessary things!
Its no wonder our LIE-beral govt is broke- consider this article! With some comments of my own in brackets):

The city’s shelter bureaucrats are spending $59,700 on a consultant to create a new name for Toronto’s emergency shelter system, says a report debated at the city’s Community Development committee Wednesday.
The item — called “Renaming Shelters” — is buried in a 58-page report that largely details how the city’s shelter, support and housing (SSHA) officials intend to expand the number of emergency hostels and improve services to an increasing number of homeless clients.
(Yeah- and none of the LIE-berals want to discuss WHY there is such an upsurge of “homeless”! Nobody wants to talk about the rent gouging, the frozen wages, the reduced hours of work, the lost jobs that cannot be replaced, the massive tax hikes so LIE-berals can BUY civil service union Hog votes! And what of the teeming tens of thousands of illegals that LIE-beral have invited here and want to keep? LIE-berals are handling Cdn immigration policy as if they were the equivalent of crazy cat ladies scooping up every stray they can find!)
SSHA spokesman Patricia Anderson confirmed the cost- which is not included in the report- along with the consultant, Strategic Retreats. Anderson said the consultants are conducting background research and public engagement to develop name options, test them- through polling and focus groups- and produce a report.
(The company doing the “work” is called Strategic Retreats? HAHAHAHA! There is real irony for you since all LIE-beral policy is in disgrace and in full retreat!)
“The options for a new name identified will reflect the positive roles that shelters play in neighbourhoods and in the lives of Toronto’s most vulnerable residents,” the report adds.
(And will the new name also reflect the greed of civil service Hogs and poverty pimps who ride the Silly Hall gravy train? Disgusted citizens want to know!)
I suspect the new name will either try to put a social/justice/equity/intersectional lens on the homeless shelters or be so confusing that residents in a particular neighbourhood will have no clue what’s coming their way.
(LIE-berals do so enjoy HIDING their true intentions till its too late!)
Perhaps that is deliberate because as I’ve reported, council — led by Mayor John Tory — opted during the 2018 budget deliberations to throw another $256 million at the homeless industry to add another 1,000 shelter beds this year and over the next two years.
As we heard Wednesday, that includes 291 beds- some 121 of them new, the rest replacement beds- at five sites this year and another 880 at 11 more (to be determined) sites.
(And we KNOW that LIE-berals and their poverty pimp allies have scorned the cheap and easy use of empty CNE buildings on the grounds they are not well sited and hard to get to - apparently meaning CNE is not near prime pan handling territory! Poverty pimps seem to think that if homeless shelters are rammed down our throats then we will be motivated somehow to do more about the homeless- too bad LIE-berals refuse to recognize it is their FAILED policies that are producing those homeless!)
But it is interesting to note that none of the members of the committee — so few of whom attended the morning meeting that it had to be postponed until 1:30 p.m. — raised the re-naming project or where the money will come from to add and operate all these beds.
(We can bet that little fiscal detail will be discussed AFTER the October municipal elections! Though Silly Hall denizens may have bigger fish to fry then - such as a possible REDUCTION in provincial funding transfers to the city! Toronto Hogs already get TEN TIMES MORE funding- per citizen- from the province than municipal govts in other cities! It is unsustainable greed!)
It took former Liberal health minister and failed mayoral candidate George Smitherman — who turned up to speak suggesting a city councillor campaign is in his future — to remind them that the report states how provincial changes have made shelter funding “unstable.”
(“Furious George “ Smirtherman is NOT the guy to turn to for smooth handling of city finances- he is an unregenerate LIE-beral!)
In fact, the report shows quite clearly that since 2013 — when the province capped the hostel per diem — city spending on shelters has grossly outpaced provincial funding. The city is now spending $100 million more annually than it did on shelters in 2009 but the province is only providing $60 million a year more in the way of subsidies.
(And Toronto has ONLY itself to blame- running out of money is an unpleasant side effect of WASTING what you had! Hogtown hypocrites are so amusing in their frustration- they want to spend the money but want somebody else to do the dirty work of beating it out of tax payer hides!)
Shelter staff also note in their report that with all the “expansion”- note: spending- on homeless shelters, the city will have to spend an extra $18 million each year in the future.
(Oh poor babies- maybe being a sanctuary city that is currently being invaded by illegals and being stony broke are connected somehow?)
“As a result, Toronto is having to rely more on the city tax base to fund the growing demand in the shelter system,” the report says.
(Imagine! The City has to spend its own money to pay for its own wasteful policies instead of picking the pockets of other levels of govt! How unfair is that? HAHAHAHAHA!!!!)
That doesn’t include a new shelter model and name that will be put in place in 2018 and beyond. That will require extra money, city staff said Wednesday.
How much is anybody’s guess.
(Unskilled Muslims with no ability in English are one category; Cdns rendered homeless because they cannot find a job or pay their bills are another category; the mentally ill homeless are yet another category- with each having special needs- that LIE-berals are IGNORING!)
Perhaps we should start calling our emergency shelter system The City Hall Money Pit.
Vacant TCHC units to go to homeless clients
There’s good news on the Toronto Community Housing Corp. (TCHC) vacancy front.
Mayor John Tory told me this week about 100 bachelor units that have been repeatedly considered hard to rent at Canada’s largest housing authority are in the process of being turned over to the city’s Streets to Homes people to house homeless clients.
(That`s nice- drug addicts and those suffering from untreated mental illnesses will be happy to have the units- until uncontrolled behaviour and lack of rent money becomes a problem for us all! Ms. Levy has already detailed the soaring amounts of UNCOLLECTED TCHC rent money that Toronto will NOT be getting!)
“The bachelor apartments are a good match-up for people who otherwise find themselves in shelters,” he said. “She’s (TCHC CEO Kathy Milsom) got a focussed campaign on to offer them to Streets to Homes.”
I’m thrilled, considering I wondered in a Jan. 22 column why that wasn’t happening given the $256 million slated to be spent on 1,000 new shelter beds.
(Why are things happening slowly? First Hogs have to find the money without making other levels of gov LOOK BAD! You cannot be a sanctuary city if you cannot provide living space for those needing sanctuary! And LIE-berals are already in enough trouble over their handling of immigration generally, their handling of illegals specifically, the Omar Khadr Krap with its $10.5 million dollar bill, the $40 million more handed out to 3 other Muslims, their welfare bills for helping returning Isis fighters and jihadist brides and children! And Hogtown LIE-berals MUST suck up to their provincial and federal counterparts in a delicate way so as noit to enrage the public! This is the face of bankruptcy- where govt runs in circles discussing name changes because their public image is the only thing left that they can actually control!)
TCHC spokesman Bruce Malloch couldn’t disclose the number of bachelor units being used by the city because it is subject to a pending agreement but said Tory was in the right range.

Just when I thought the city’s shelter brass couldn’t get more divorced from reality, emerges their “vision” for a homeless shelter make over.
The new Homeless Services Model — aka Shelter Utopia — was presented last week by a cast of bureaucrats from the city’s social development/housing portfolio and the Toronto Central Local Health Integration Network (LHIN), including two presenters for the city, Mary-Anne Bedard and Costanza Allevato, who each earned more than $150,000 in 2016.
(LIE-berals and their civil service union Hog allies are working hard to distract us from various LIE-beral failings! First they do NOT want to discuss the soaring numbers of illegals clogging our welfare system at the invitation of Our idiot Boy! Second they do not want to discuss the reality of mental health- that the great majority of crazy people being shot by cops have WALKED AWAY from treatment! Richard Kashcar- the guy who stole a snow plow and later ran over and killed a police sergeant is typical of the broken LIE-beral system! Kashcar HAD checked himself into a mental health facility as the voices in his head grew ever louder- and then got bored and wandered off- as he was legally allowed to do! Later that night he went to a homeless shelter but then wandered away again- BAREFOOT in the snow- till he found the plow! Until LIE-berals ORDER a more stringent definition of when a doctor can HOLD a patient due to them being a danger to themselves or others- these little LIE-beral mandated mental health disasters WILL CONTINUE!)
It isn’t enough that Mayor John Tory and council have already voted to spend $213-million over the next three years to create 880 more shelter beds — or nearly $243,000 per bed/cot — without really knowing whether this very expensive Band-Aid will be needed or who exactly is using Toronto’s shelters- I’m referring to the influx of refugees and people from outside of Toronto.
(The ugly reality is that LIE-berals and their civil service union Hog allies DO NOT WANT to tell us where the homeless come from! \they do not want to admit there is an entire sub economy of people who simply cannot afford Toronto rents and they certainly DO NOT want to talk about the swarms of illegals that LIE-berals are collecting in the same deranged fashion as the local crazy cat lady collects her strays! AND with no better plan than the cat lady how to manage all those strays either!)
Or that — as noted by Kira Heinick, of the Toronto Alliance to End Homelessness — the homeless system is “very disorganized and scattered” with four intake systems in place that don’t talk to each other.
Surely to goodness, our homeless brass would want to correct that problem and possible duplication before embarking on a campaign to build more shelters and to give the whole system portfolio a makeover.
(UH- if govt is paying for this then shouldn’t govt GIVE ORDERS- cooperate or be cut off? Surely the least they can do is report when their beds are full? But they do NOT want to admit how often beds are left empty- we have had this argument before- Hogs are “empire building” and do not cooperate with non union people!)
As I reported last week, this new model will come with a pricey name change. Consulting firm Strategic Retreats has been hired for $60,000 to come up with name options, something social justice-like no doubt.
Allevato told the committee that in addition to the 21 potential shelter sites to be created throughout the city between 2018 and 2020, they intend to “change the public conversation about homelessness.”
For those often poorly informed neighbourhoods where city officials plunk new shelters without much warning or consultation — creating a crisis of the city’s own making — we heard that the homeless bureaucrats paid Public Progress- whose principal is long-time lobbyist Bruce Davis- a tidy $12,000 to engage the public to find out how to better engage the public.
(Govt is spending money to “change the public conversation about homeless”? Does this mean we should not be worried about bed bugs being left behind on public library chairs or other public spaces any more? Should not be worried about drug addicts and their discarded needles littering our streets and alleys? Should not be repulsed by public defecation? Should not be bothered by lines of pan handlers? Should not be worried about things like petty theft- and also not so petty theft from homes and businesses? What would govt tell that pet store owner who got driven out of business by persistent thieves in early 2018? Should we not be worried to let our kids walk freely near group homes containing who knows what manner of criminals because govt considers us guilty of invasion of privacy to even ASK who might be in there? Gee- $12 grand to find out what govt ALREADY KNOWS we don’t like because its been shouted at them in so many town hall meetings? What a BARGAIN!)

The new shelter model itself, according to Bedard, will involve developing individualized service plans for each homeless client that are based on an assessment of their needs.
(Certainly an illegal who does not speak any English and lacks educational qualifications will require different handling than a drug addict; and the person in desperate need of mental health treatment that they will not be getting will need different handling again!)
(And it does not help that LIE-beral loving loonie leftist news media feel the need to provide grossly biased coverage! Media provided major coverage of some guy being arrested by cops in a subway station and whined over how the cops treated the poor homeless guy! Yet they did not mention that the guy had been at the station for hours- ramapging up and down talking to himself and scaring TTC customers- then demanding money and trying to grab purses and wallets- oh the horror that cops would be called for a public NUISANCE! Our homeless “crisia” has been made by LIE-berals who refuse to tend honestly to THEIR problems! )
She spoke of a new “wraparound system” in which clients are provided income, housing, social and health supports- the latter provided by the often dysfunctional LHINs. Employment supports were also mentioned, but that seemed to be an afterthought.
(Income for homeless? I thought welfare was only available for those who had an actual address- so what income will be provided? Unless of course we are referring to the illegals WHO ARE entitled to welfare until such time as they find a job, or have their refugee hearing concluded, or when HELL freezes over? And that IS the big problem- LIE-beral immigration policy that actually prefers unskilled people who cannot function here!)
(Ugly reality suggest that shameless vote buying LIE-berals will despair of ever dealing swiftly with the back log of illegals and simply grant a blanket amnesty to their “stray cat” collection- just in time for the 2019 election when the former illegals can pay back LIE-berals with votes! LIE-berals cling to power at ANY PRICE! After all- LIE-berals have already told us they see no reason why illegals should not be allowed to vote in the places where they “live”!)
Bedard also told the committee that at the five sites they intend to pilot with this model in the next year, the worker-client ratio will be 1 to 20, respectively, to ensure each client is provided “more intensive case management.”
(Would this “more intensive case management” be in response to a recent nasty news article illustrating that case workers basically DO NOTHING for clients?)
The actual shelters, she said, will be built using the latest in environmental design and green standards, will be “attractive,” will have health care and wellness rooms as well as single, double and quadruple occupancy for the homeless clients instead of dorm rooms.
(And what is a wellness room? Is it a costly place for addicts to shoot up in comfort maybe? A place that is easy to clean with no place for bed bugs to hide? Or is it a place with close proximity to safe rooms and doors with strong locks so crazy people can be closed away so they will not hurt staff or other inmates- until cops arrive to shoot them since there is no way in hell crazy folks are getting real treatment under LIE-beral govt?)
She told the committee’s councillors — most of them leftists and happy to spend, spend, spend — that once they find a location for a particular shelter and make nice-nice with the surrounding community, they’ll form “embrace” committees so that residents and shelter clients can hold hands and get along- the latter my words, not hers.
As she spoke of this new homeless utopia, I kept waiting for the other shoe to drop, namely the cost. Then Bedard slipped in the following: “The transformation will occur over time and will require some additional commitment of funds.”
No kidding. But of course they have no clue how much that “additional commitment” will be or how many more staff will be needed to get to the 1-20 worker to client ratio. When I asked Patricia Anderson, spokesman for the shelter, support and housing department, she said the per diem for the new shelter model will be $105 per client per day but was not able to provide much more information.
(So at $105 per day- a single homeless person will cost $38,325 per year- not including any court costs for various offenses like the loon recently arrested for harassing TTC customers at the subway! Not including medical costs for fentanyl over doses and syringes and such!
Of course, that doesn’t include all the capital expenditures to build these new utopian shelters. I’ll just mention one thought: The $11.5-million Homeless Hilton on Peter St. that went 100% over budget.
But in the end the real issue is why?
Yes, emergency shelters could be improved and, yes, the homeless people in them don’t get the necessary supports, including a hand-up to help find employment. I’ve heard horror story after horror story.
But these shelters are supposed to be a stop-gap measure only. Instead of making this transformation into the Second Coming, why not simply get the city’s shelter workers to do a better job of fulfilling their mission — that is, move clients towards independence?
But of course at City Hall, it’s far easier to reinvent the wheel.

TORONTO - Bombardier Transportation scored a procedural victory against an Ontario transit agency on Wednesday when a judge ruled that Metrolinx can’t cancel a $770-million contract without first going through a dispute resolution process.
Glenn Hainey, of the Ontario Superior Court of Justice, rejected Metrolinx’s argument that an arbitration process spelled out in the contract doesn’t apply to its right to terminate the agreement for material default.
He ordered Bombardier to take “all reasonable steps” to expedite the dispute process.
(“Reasonable steps” the jackass judge says? Bombardier BID on and faithfully swore to honour production commitments and schedules in that Contract to produce a certain number of transit vehicles to be built along a commonly used and standardized design. Yet Bombardier is years behind schedule in honouring its contract. They have only delivered approximately one third of the vehicles that they promised and this has had costly ripple effects. The federal LIE-berals have given repeated and generous grants to Bombardier over the years-grants that HAVE NOT speeded up production. In addition a number of the few vehicles actually delivered apparently have quality control issues that MUST be remedied thus producing MORE DELAYS.)
(Things are so bad that Toronto Transit Commission has attempted to SUE Bombardier for costs that TTC has incurred in trying to keep its older vehicles on the road instead of scrapping them in favour of NEW vehicles-the ones not being delivered by Bombardier! Federal LIE-berals -always seeking new voters to purchase in Quebec have quietly given TTC a pile of cash apparently in order to cover TTC costs due to Bombardier failures and to persuade TTC to drop the lawsuit. After all, LIE-berals do not want Bombardier to suffer financially even as Bombardier officials suck up HUGE grants from tax payers-a good portion of which goes directly into the pockets of senior Bombardier officers as bonuses! One assumes the bonuses were NOT for good performance? To make matters even more messy, Bombardier lawyers managed in include a group of clauses in the TTC contract that severely LIMITS the damages TTC may sue for if Bombardier fails to fully live up to its contract obligations- clauses which Silly Hall Hogs never noticed or worried about- in spite of Bombardier doing the same promise and delay crap previously in San Francisco! Its almost as if Bombardier EXPECTED not to honour the deal fully- till they were good and ready and TTC needs and schedules be damned!)
Metrolinx alleges that Bombardier has repeatedly failed to deliver a prototype vehicle on time for the scheduled 2021 opening of the $5.3-billion Eglinton Crosstown line.
(And the lack of prototype means MORE delays. Why did Bombardier BID on the contract if they don’t want to bother honouring it? Or is it all a ploy to gouge more grants out of tax payer pockets?)
(But now Boeing is making lawsuit noises alleging that Bombardier is benefitting from illegal govt subsidies that were banned under various free trade agreements and that means even MORE Trouble- at a time when Yankees are fighting with Canada due to our refusal to properly honour our commitment to NATO. Even worse, Our idiot Boy Justin is causing HUGE FRICTION between Canada and Yankees by letting any nameless/anonymous fool cross the border and set up here- with NO security checks! It did not escape the notice of FBI that Our idiot Boy posed last year for a `selfie` with a wanted terrorist who had simply wandered through oblivious Cdn security and put his arm around the shoulder of Our idiot Boy for a photo- then wandered off again! Nor has it been forgotten that FBI aid was critical in thwarting the 2 biggest terror attacks attempted in Canada in 2016-the Muslim effort to derail a Via train off Highland Creek Bridge and the Muslim radical who blew himself up in a taxi west of Toronto after being cornered by cops.)
The agency has also said Bombardier’s request for a court injunction to block the contract termination is a tactic to force months of litigation that would make it impossible for another supplier to provide the vehicles on time.
Bombardier has rejected Metrolinx’s allegations, saying it will deliver the vehicles on time by November 2018, well before the Eglinton Crosstown tracks are even built.
Hainey said Metrolinx provided no evidence that an alternative supplier could realistically deliver the rail cars by the required date.
(Oh that`s funny! Bombardier STALLS for several years and then whines that nobody else can do the job in the time remaining so Metrolinx is stuck!)
He agreed with Bombardier that there is a meaningful risk that the company will suffer “irreparable harm” if the contract for 182 rail cars is terminated, regardless of Bombardier’s ability to secure financial damages.
“The stigma resulting from a termination of the contract for material default would likely result in lost LRV/light rail vehicle business for Bombardier Transportation in the future,” he wrote in a 23-page ruling.
(Well yes judge- if you screw up a major public contract without having any valid excuse, then other potential customers WILL tend to think you are unreliable morons! But isn’t that just the label Bombardier has BOUGHT for itself?)
Hainey said the damages to Bombardier’s supply chain and the potential loss of some expert workers would harm its ability to start up again if the arbitration panel ultimately concludes that the manufacturer is not in material default.
(So the judge is apparently basing his choice on the need of LIE-berals to save the jobs of greedy screw ups- who vote LIE-beral?)
The judge refused to rule on Bombardier’s claim the notice of default was issued by an engineer who wasn’t impartial, saying that should be determined by the dispute panel.
Bombardier issued a statement saying: “We are eager to sit down with Metrolinx to find a clear path forward.”
(To this tax payer it seems the clear path forward is to BUILD THE DAMNED VEHICLES AS YOU PROMISED! And any future govt should be wary of giving Bombardier a single penny of new tax funding-Bombardier has disgraced itself!)
Metrolinx president and CEO John Jensen said: “We are reviewing the decision and identifying the best path forward. We will take the appropriate time to finalize details.”
(And how sad is it that I feel compelled to defend the civil service Hogs of Metrolinx against BIG Bombardier PIGS? I have written in the past of Metrolinx screw ups and greed and have advocated that since Ontari-owe public transit has been studied to death with NO money available to put any plan into action, there is now no longer any need for Metrolinx-so lets get the purchased but not delivered vehicles on the road and the kill off useless Metrolinx since even when they try to do things properly- like sue Bombardier-some un-elected and probably LIE-beral appointed judge ties their hands anyway! Kill Metrolinx and dispose of a layer of bureaucracy- and keep the savings to sue Bombardier!)
(And in the latest news- late Oct/2017- Bombardier has just announced that it will NOT meet the promised 2018 deadlines for production! And as an added bonus the not so clever Hogs who arranged the contract IGNORED various clauses THAT LIMIT the damages the city can sue Bombardier for! The city is SCREWED! And that precious reputation the LIE-beral judge was trying to protect? OH THAT IS GONE as Bombardier has behaved just as foolishly in its contract with San Fransisco!)

Just when I thought the city’s shelter brass couldn’t get more divorced from reality, emerges their “vision” for a homeless shelter make over.
The new Homeless Services Model — aka Shelter Utopia — was presented last week by a cast of bureaucrats from the city’s social development/housing portfolio and the Toronto Central Local Health Integration Network (LHIN), including two presenters for the city, Mary-Anne Bedard and Costanza Allevato, who each earned more than $150,000 in 2016.
(LIE-berals and their civil service union Hog allies are working hard to distract us from various LIE-beral failings! First they do NOT want to discuss the soaring numbers of illegals clogging our welfare system at the invitation of Our idiot Boy! Second they do not want to discuss the reality of mental health- that the great majority of crazy people being shot by cops have WALKED AWAY from treatment! Richard Kashcar- the guy who stole a snow plow and later ran over and killed a police sergeant is typical of the broken LIE-beral system! Kashcar HAD checked himself into a mental health facility as the voices in his head grew ever louder- and then got bored and wandered off- as he was legally allowed to do! Later that night he went to a homeless shelter but then wandered away again- BAREFOOT in the snow- till he found the plow! Until LIE-berals ORDER a more stringent definition of when a doctor can HOLD a patient due to them being a danger to themselves or others- these little LIE-beral mandated mental health disasters WILL CONTINUE!)
It isn’t enough that Mayor John Tory and council have already voted to spend $213-million over the next three years to create 880 more shelter beds — or nearly $243,000 per bed/cot — without really knowing whether this very expensive Band-Aid will be needed or who exactly is using Toronto’s shelters- I’m referring to the influx of refugees and people from outside of Toronto.
(The ugly reality is that LIE-berals and their civil service union Hog allies DO NOT WANT to tell us where the homeless come from! \they do not want to admit there is an entire sub economy of people who simply cannot afford Toronto rents and they certainly DO NOT want to talk about the swarms of illegals that LIE-berals are collecting in the same deranged fashion as the local crazy cat lady collects her strays! AND with no better plan than the cat lady how to manage all those strays either!)
Or that — as noted by Kira Heinick, of the Toronto Alliance to End Homelessness — the homeless system is “very disorganized and scattered” with four intake systems in place that don’t talk to each other.
Surely to goodness, our homeless brass would want to correct that problem and possible duplication before embarking on a campaign to build more shelters and to give the whole system portfolio a makeover.
(UH- if govt is paying for this then shouldn’t govt GIVE ORDERS- cooperate or be cut off? Surely the least they can do is report when their beds are full? But they do NOT want to admit how often beds are left empty- we have had this argument before- Hogs are “empire building” and do not cooperate with non union people!)
As I reported last week, this new model will come with a pricey name change. Consulting firm Strategic Retreats has been hired for $60,000 to come up with name options, something social justice-like no doubt.
Allevato told the committee that in addition to the 21 potential shelter sites to be created throughout the city between 2018 and 2020, they intend to “change the public conversation about homelessness.”
For those often poorly informed neighbourhoods where city officials plunk new shelters without much warning or consultation — creating a crisis of the city’s own making — we heard that the homeless bureaucrats paid Public Progress- whose principal is long-time lobbyist Bruce Davis- a tidy $12,000 to engage the public to find out how to better engage the public.
(Govt is spending money to “change the public conversation about homeless”? Does this mean we should not be worried about bed bugs being left behind on public library chairs or other public spaces any more? Should not be worried about drug addicts and their discarded needles littering our streets and alleys? Should not be repulsed by public defecation? Should not be bothered by lines of pan handlers? Should not be worried about things like petty theft- and also not so petty theft from homes and businesses? What would govt tell that pet store owner who got driven out of business by persistent thieves in early 2018? Should we not be worried to let our kids walk freely near group homes containing who knows what manner of criminals because govt considers us guilty of invasion of privacy to even ASK who might be in there? Gee- $12 grand to find out what govt ALREADY KNOWS we don’t like because its been shouted at them in so many town hall meetings? What a BARGAIN!)

The new shelter model itself, according to Bedard, will involve developing individualized service plans for each homeless client that are based on an assessment of their needs.
(Certainly an illegal who does not speak any English and lacks educational qualifications will require different handling than a drug addict; and the person in desperate need of mental health treatment that they will not be getting will need different handling again!)
(And it does not help that LIE-beral loving loonie leftist news media feel the need to provide grossly biased coverage! Media provided major coverage of some guy being arrested by cops in a subway station and whined over how the cops treated the poor homeless guy! Yet they did not mention that the guy had been at the station for hours- ramapging up and down talking to himself and scaring TTC customers- then demanding money and trying to grab purses and wallets- oh the horror that cops would be called for a public NUISANCE! Our homeless “crisia” has been made by LIE-berals who refuse to tend honestly to THEIR problems! )
She spoke of a new “wraparound system” in which clients are provided income, housing, social and health supports- the latter provided by the often dysfunctional LHINs. Employment supports were also mentioned, but that seemed to be an afterthought.
(Income for homeless? I thought welfare was only available for those who had an actual address- so what income will be provided? Unless of course we are referring to the illegals WHO ARE entitled to welfare until such time as they find a job, or have their refugee hearing concluded, or when HELL freezes over? And that IS the big problem- LIE-beral immigration policy that actually prefers unskilled people who cannot function here!)
(Ugly reality suggest that shameless vote buying LIE-berals will despair of ever dealing swiftly with the back log of illegals and simply grant a blanket amnesty to their “stray cat” collection- just in time for the 2019 election when the former illegals can pay back LIE-berals with votes! LIE-berals cling to power at ANY PRICE! After all- LIE-berals have already told us they see no reason why illegals should not be allowed to vote in the places where they “live”!)
Bedard also told the committee that at the five sites they intend to pilot with this model in the next year, the worker-client ratio will be 1 to 20, respectively, to ensure each client is provided “more intensive case management.”
(Would this “more intensive case management” be in response to a recent nasty news article illustrating that case workers basically DO NOTHING for clients?)
The actual shelters, she said, will be built using the latest in environmental design and green standards, will be “attractive,” will have health care and wellness rooms as well as single, double and quadruple occupancy for the homeless clients instead of dorm rooms.
(And what is a wellness room? Is it a costly place for addicts to shoot up in comfort maybe? A place that is easy to clean with no place for bed bugs to hide? Or is it a place with close proximity to safe rooms and doors with strong locks so crazy people can be closed away so they will not hurt staff or other inmates- until cops arrive to shoot them since there is no way in hell crazy folks are getting real treatment under LIE-beral govt?)
She told the committee’s councillors — most of them leftists and happy to spend, spend, spend — that once they find a location for a particular shelter and make nice-nice with the surrounding community, they’ll form “embrace” committees so that residents and shelter clients can hold hands and get along- the latter my words, not hers.
As she spoke of this new homeless utopia, I kept waiting for the other shoe to drop, namely the cost. Then Bedard slipped in the following: “The transformation will occur over time and will require some additional commitment of funds.”
No kidding. But of course they have no clue how much that “additional commitment” will be or how many more staff will be needed to get to the 1-20 worker to client ratio. When I asked Patricia Anderson, spokesman for the shelter, support and housing department, she said the per diem for the new shelter model will be $105 per client per day but was not able to provide much more information.
(So at $105 per day- a single homeless person will cost $38,325 per year- not including any court costs for various offenses like the loon recently arrested for harassing TTC customers at the subway! Not including medical costs for fentanyl over doses and syringes and such!
Of course, that doesn’t include all the capital expenditures to build these new utopian shelters. I’ll just mention one thought: The $11.5-million Homeless Hilton on Peter St. that went 100% over budget.
But in the end the real issue is why?
Yes, emergency shelters could be improved and, yes, the homeless people in them don’t get the necessary supports, including a hand-up to help find employment. I’ve heard horror story after horror story.
But these shelters are supposed to be a stop-gap measure only. Instead of making this transformation into the Second Coming, why not simply get the city’s shelter workers to do a better job of fulfilling their mission — that is, move clients towards independence?
But of course at City Hall, it’s far easier to reinvent the wheel.

We Cdns let our leaders collect illegals like crazy cat ladies rounding up strays- while over in Israel, their govt is giving away FREE MONEY to any illegal who voluntarily leaves the country! Illegals who refuse to leave Israel got shoved on a plane and sent away empty handed! Who votes for that policy to be adopted here too? Oh- wait- 80 percent of Cdns have ALREADY stated they want to see deportations of trespassers- starting NOW!)

Those poor junkies. At least now they will have the opportunity to rest between their daily crime sprees to fund their $300 a day crack and heroin habits that are no fault of their own creation. Society made them stick needles in arms. They can't cope with the stress of global warming.
