US bill to prevent Trump from launching nuclear war

I can't imagine that Bill has a hope in hell of being passed into law.
If a rogue country like North Korea launches a nuclear strike on the U.S. what is the U.S. supposed to do? Maybe the Democrats would be satisfied to moan about what a terrible tragedy it is and hope it doesn't happen again.
The smart thing to do would be put North Korea out of commission permanently with a massive blast that would eliminate them from the planet! Not only to put a stop to their aggression but to set an example of what will happen if anyone else is contemplating a similar attack.
Maybe many of the countries of the world don't uderstand just how devastating a nuclear blast is. But countries like the U.S., Russia, the UK. India, haven't and have refrained from using them in spite of threats that have been levelled against them. I wouldn't trust Iran and China not to try it! Or Pakistan or any other Muslim country that achieves nuclear power.

If Trump wants to start a nuke war..no one is going to be able to stop him. It goes to the character of the man.. He should realize that doing it his way...is only a song. Not an excuse to trample over who ever stands in his way. He does not even need evidence of a threat.... as FACTS and reason are not relevant to him.

WHY would Trump want to start a nuke war? How is that compatible with his other plans?
