It comes down to it doesn’t matter what he said or what it meant or what he meant, it was inappropriate, so fine him consistent with the maximum fine that anybody else gets with an ethics violation (max $500), or make a statement and modernize that dollar figure by multiplying it by 10.

(Also, I get the impression that the CBC and their panel of guests aren’t going to vote conservative)

To try and get a potentially more balanced perspective, Vassy Kapelos seems to take a bite out of everybody she interviews equally, without bias, so I’m gonna hunt and see if she will dissect this with a panel on the CTV platform. Vassy seems to intelligently get her pound of flesh from whoever she interviews with intelligent questions. I’m curious.
Consistent without the bias. I say fine Genius & then let his constituents fire him if they think his remarks were inappropriate. The sooner there’s an election, the sooner his constituents can make that call.

Yeah…the green-tech funding agency (Green Slush Fund) thing. It’s come up here on the forum periodically…& it was only a matter of time before it started oozing like a puss filled wound.
House Speaker Greg Fergus ruled that the government appears to have violated the vast powers of the Commons when it failed to surrender records on the so-called “green slush fund” so they could be turned over to the RCMP, even though the force doesn’t want them???

The Speaker’s ruling is the latest in the “unusual, novel and unprecedented” battle between MPs and the Liberal government over the extent of parliamentary privilege over thousands of unredacted records regarding Sustainable Development Technology Canada (SDTC), the government green fund that was plagued by scandal before being ordered shut down earlier this year. What is unusual is that MPs wanted the documents to share with a third party, namely the RCMP.

“The House has the undoubted right to order the production of any and all documents from any entity or individual it deems necessary to carry out its duties,” Fergus told the Commons Thursday evening.

“The House has clearly ordered the production of certain documents, and that order has clearly not been fully complied with. He said he “cannot come to any other conclusion but to find that a prima facie question of privilege has been established,” Fergus added.

Fergus’s ruling was celebrated by opposition parties, whereas government House leader Karina Gould said it set a “terrible precedent.”
Now it is up to the House of Commons to decide next steps. At Fergus’s suggestion, MPs spent Friday debating a motion that would send the issue to further study by the Commons procedure committee.

But the issue could also land in court if the government decides to ask a judge to settle the question in order to stall until the next election of whether the motion exceeds the generally sweeping powers of parliamentary privilege.

The government brought forward a similar case to prevent the disclosure of documents related to the firing of two scientists at the National Microbiology Lab in 2021, but the case was abandoned when a federal election was called. Surprise surprise…

In this latest case, Fergus was ruling on an issue raised last week by Conservative MP Andrew Scheer, who alleged that the government and the Office of the Auditor General had disobeyed a June 10 motion from the House of Commons to fork over all documents on the embattled SDTC.

In a report published in the spring, Auditor General Karen Hogan concluded that one out of six projects funded by STDC that she audited were ineligible and that the organization had serious governance issues. On the day her audit was published, the government announced it was abolishing the fund and folding it into the National Research Council.

The House of Commons order demanded the public service, the auditor general and SDTC to provide all documents on the troubled fund to the House of Commons law clerk, Michel Bédard. It then called on Bédard to provide the documents to the RCMP.

The problem is that in the following months, over a dozen government departments and agencies either provided redacted documents or simply refused to comply with the order and withheld some or all their records.

That included Hogan, who wrote the House of Commons in July arguing that she would not comply because it could compromise her office’s work. In September, she wrote Bédard advising him that she had provided some documents from SDTC in her possession.

Before and since Fergus’s ruling, the Liberals have aggressively opposed Scheer’s question of privilege.

Gould has repeatedly said the June 10 motion exceeded the powers of the House of Commons and blurred the lines between Parliament and police.

Shortly after Fergus read his ruling, Gould said it was an “extremely dark day for this House and a very troubling day for democracy in this country???” Accountability would set a terrible precedent.

House Speaker Greg Fergus ruled last Thursday that the government “clearly did not fully comply” with an order from the House to provide documents related to a now-defunct foundation responsible for doling out hundreds of millions of federal dollars for green technology projects.

The House has been seized with a debate on the issue ever since and Scheer said it will stay that way until the government agrees to hand over the documents to police.
The Liberals claimed that ordering the production of documents to be handed over to the RCMP blurs the lines between Parliament and the judiciary, and blame Conservatives for the dysfunction in the House.

Except….except it’s not just the Conservatives ordering the production of these documents…but ALL the opposition parties & now the Speaker of the House is saying the Liberals have to now also.

Liberal House leader Karina Gould called the request for the documents an abuse of Parliament’s power that tramples on the Charter rights of Canadians.

Scheer said the Charter exists “to protect the people from the government. It is not there to protect the government from accountability by the people.”

Two months after telling MPs that the RCMP had not found any evidence of criminal wrongdoing at the so-called “green slush fund,” RCMP Commissioner Mike Duheme now says there are “ongoing investigations” into the embattled fund.

Duheme made the comment to reporters Thursday after National Post asked if the RCMP had concerns about receiving documents on Sustainable Development Technology Canada (SDTC) through an order from the House of Commons.

“The investigation is ongoing, so I’ll limit my comments to that… There are investigations ongoing,” Duheme said, noting that he and deputy commissioner Mike Flynn had previously confirmed that to a Parliamentary committee.

National Post was unable to find any committee transcript going back to the spring in which either Duheme or Flynn confirmed the police force had investigations related to the embattled clean-tech fund.

Duheme did not specify who or what the RCMP was investigating in relation to SDTC, which the government decided to shut down in June following a scathing audit by Auditor General Karen Hogan.

This opened up the ability for the Official Opposition to demand the Liberals hand over unredacted copies to the RCMP and advance a priority motion to – as the House Speaker suggested given the extraordinary circumstances – have the issue studied at the Procedure and House Affairs Committee.

Deliberations on the proposal take precedence over most other House business and have essentially seized the Commons since. As a result, the government hasn't been able to debate, let alone pass, key government legislation.

"We're not just going to let sit $400 million of corruption be swept under the rug so Justin Trudeau can get on with his day," Poilievre told reporters in the House foyer.

The minority Liberal government is not considering proroguing Parliament, Deputy Prime Minister Chrystia Freeland said Tuesday, despite persisting uncertainty over who is willing to keep propping them up and procedural wrangling over a Conservative led-privilege debate.

Asked about the chatter and if the prime minister was mulling ending this session of Parliament and resetting with a throne speech, Freeland said "no."

To end the current impasse, the minority Liberals will need another party to help them force the House to move on to other business. On Tuesday, the NDP didn't seem keen to play that role.

With no indication they'll be assisted in ending the standstill, speculation continues to swirl around another lever the Liberals could pull to end the impasse: prorogation.

When MPs head to their ridings for Thanksgiving break, they won’t have much to say about what they’ve accomplished so far this fall. Nearly half of the sitting days have been devoted to one thing: the Liberals’ refusal to hand over a trove of documents connected to a major spending scandal.

The Conservatives have nicknamed the SDTC scandal the “Green Slush Fund,” alleging a partisan bent to where the money went, a claim the Liberals have outright denied.

But no one is denying there was a problem. In 2022, whistle-blowers alleged government money flowing through SDTC was going to organizations with direct ties to management. That revelation prompted an internal government probe and SDTC’s work was suspended. The federal ethics commissioner found the chair broke the rules and the Auditor-General also launched an investigation, concluding there were “significant lapses” in governance and stewardship of public money meant for bolstering green technology.

It’s what might happen next that is at the heart of the debate in the House: The opposition parties, a majority of MPs, passed a motion calling for all the related documents so they can be handed over to the RCMP for a potential criminal probe. The Liberals don’t want to release them all.
Absent handing over the records, the Liberals could break the gridlock by moving a motion to shut down debate. Ms. Gould wouldn’t say Wednesday if she will.

The Liberals would need the support of either the Bloc Québécois or New Democrats for the motion to pass.

On Wednesday, the Bloc said they wouldn’t vote in favour of such a motion now. Party leader Yves-François Blanchet is holding fast to his pledge that unless a bill protecting supply management and another boosting federal benefits for seniors aged 65 to 74 become law by Oct. 29, he’s not supporting the Liberals.

NDP Leader Jagmeet Singh didn’t signal much support for ending the stalemate either. “The ball is the government’s court,” he said.

When this privilege debate ends, it still won’t mean business as usual. There’s another waiting in the wings.

Mr. Fergus has also ruled that Tourism Minister Randy Boissonault’s former business partner’s refusal to provide all the information about the pair’s business relationship breached MP privilege, so next up will be the debate on that.

OTTAWA — With no new campaign director, no new ad campaign rollout, no major cabinet shuffle, and no change at the top amid grim polling data for Justin Trudeau's Liberals, anxiety and dread amongst MPs and insiders about their electoral prospects has ramped up, sources tell the Star.

Most MPs head out Friday — some fled Ottawa earlier — into a Thanksgiving week parliamentary break which should be a reprieve from parliamentary wrangling with the opposition Conservatives that has stalled government business for two weeks.

Instead, with an election that could come any time thanks to the unstable Liberal minority in Parliament, several MPs and party insiders are expressing deep unease that party brass — and Trudeau himself — still haven't staked out a clear path for the beleaguered party.

"I continue to look for signals that there's a plan, and I don't see anything," said Wayne Long, the lone sitting Liberal MP who has publicly called for Trudeau to resign as leader for the good of the party.

Asked to describe the mood of his colleagues, Long said MPs are "really worried." Pierre Poilievre's Conservatives appear to be already in "full campaign mode," while the Liberals don't seem to have "any level of urgency," Long said. "There's a heightened awareness and a heightened concern that something has to happen here.

"The status quo is leading us to obliteration." Que the “Rocky” theme song?
