It's totalitarianism or outright Dictatorship.
Continuing to link China or anyone else as a "Communist" state, even if they think it is; is disingenuous at best. Even if you want to push that China is communist, at best it's a "Mao-ist" Communism, which is not Communism at all, and really it stopped being Maoist after Mao kicked the bucket.
The irony is, the countries called "Communist" today are becoming more Capitolist, and the only reason what they did to become 'Communist' worked is because of WWII. If anything like Communism was tried today - real or X-Blend Communism - I think overall people would reject it.
