The guy screwed up on the design

. each step extends out past the stringer, if someone stands to the extreme side, instead of the stringers preventing the step from flipping, the deck screws are the only thing preventing the step from flipping. As the stairs age, this will become a potential source of failure.

Have you ever tried pulling out a three and half" deck screw?
(especially when in this case, it isn't in the walking area?)
Note the steel ties that were used, they are in the picture.

But again the official city guy said they were fine for the time they were needed
Which in reality was for as long as it took the EMBARRASSED city to come up with a reasonable, inexpensive alternative.

Docks and walkways we, and everyone else, have PRO built in a similar way over twenty years ago are still in fine shape on the bay, and they are often totally exposed to the weather.
Some docks are over 50 years old.

BTW that's pressure treated wood, it will outlast just about anything.
they use it for house foundations for christsakes, and just about every patio and deck in the city is made out of that, and in that style.

So there, it's mental'loss (the liebarrel embezzler who doesn't know anything about economics ) you can't trust

And the dealer generally costs $128 an hour compared to about $80 for a qualified mechanic (Peter's Tirecraft here in Vernon), so who is the scammer?

I understand and dont disagree. However, whenever you have a choice between relying on fasteners or placing the step on a supporting structure, imo, it is best to go for the later. With the later, the wood could split or one or two screws could become compromised, and the stairs would continue to function safely providing time for preventative maintenance.

The guy was an idiot. It's a short cut used by lazy people. Those stairs were a disgraceful joke.

No the stairs are just fine. It is the bureaucrats that wanted to squander $65000+ of taxpayer's money on a $500 set of stairs. Next you will be whining because his stairs are not wheelchair accessible.
