John Ivison: Morneau's deficits are ballooning before the Liberal spending promises even hit

Finance ministers to discuss CPP, health transfers and improving stabilization program today

Finance Minister Bill Morneau will meet with his provincial and territorial counterparts today to discuss the state of the economy and how they can all work together to boost the strength of some key government programs, including the Fiscal Stabilization Program.
On his way into a dinner with the finance ministers Monday evening Morneau said that he was also looking forward to discussing potential changes to the Canada Pension Plan.
"We have some issues of national concern that we want to talk about; the Canada Pension Plan and how it can be enhanced, potentially, for the benefit of Canadians," he said.

The finance minister is scheduled to address the media Tuesday at 3:30 p.m. ET after a day of meetings with premiers in Ottawa. CBC.ca will carry the event live.
Morneau said he is expecting the finance ministers to use Tuesday's meeting to make their pitch to the federal government for updating the stabilization fund.
The Fiscal Stabilization Program is a relatively small federal program, that provides financial assistance to provinces facing a year-over-year decline in non-resource revenues that are greater than five per cent.
The maximum a province can receive under the program is $60 per person and the provinces of Alberta, Saskatchewan and Newfoundland and Labrador, which have been struggling economically since global oil prices began declining in 2014, want that cap lifted so stabilization will better reflect today's realities.

"Obviously this program hasn't been changed since 1995, so we are open minded with respect to how it works, or the changes people might propose. And once we have those, we'll take that into consideration and do some analysis of our own," Morneau said Monday.
Ontario's Minister of Finance Rod Phillips said he was also looking forward to speaking with Morneau about increasing the federal health transfer as well as presenting the premiers' requests on stabilization.
"I think we have something to put forward, a great starting point," said Phillips of stabilization. "It reflects, particularly, the emphasis that Alberta and Saskatchewan and Newfoundland and Labrador have brought forward."
"I thank minister Morneau for putting it on the agenda, which was a request that we made. Obviously the federal government will need a chance to look at it, evaluate it and then respond."
Phillips said that more has to be done to help provinces that are facing economic challenges.
Quebec's Finance Minister Eric Girard told reporters Monday that his province is backing the demand for changes to stabilization that have been asked for by oil producing provinces.

I disappointed that the Conservatives ran with such a poor leader. There is no way Trudeau should have won the election. Canada is going to regret electing a party run by a former drama teacher. People in many cases were voting against Scheer, not for the Liberals.


Exactly, they were, because Scheer was a moron.

I disappointed that the Conservatives ran with such a poor leader. There is no way Trudeau should have won the election. Canada is going to regret electing a party run by a former drama teacher. People in many cases were voting against Scheer, not for the Liberals.


I find it incredible, regardless of how ineffective he appeared, that people would vote against Scheer...before they would vote against an unethical, racist, fake feminist, gropey, blackface wearing, banana stuffing, economy destroying, lying, deficit growing, narcissistic, hypocritical, virtue signalling, light weight clown like Trudeau. It astounds me that anyone would give this man-child fool their vote, let alone enough to give him a minority mandate. There was certainly a lot to vote against in the last election, but I didn't see personal belief, faith, and being "too nice of a guy" as being the deal breaker considering the alternative.

As I said, Canadian voters have to wear this...not Trudeau. We as a country have revealed our shameless tolerance for unethical, immoral, unintelligent, careless, empty headed governance. We deserve exactly what we get from here on in.

Their parents , grandparents and great grandparents all voted liberal , they have always voted liberal . They heard little of Trudeau’s scandals as they are to busy running their everyday life to pay attention . Once it was time to decide all they heard was gay marriage and abortion . Better vote liberal .

Since governments are owned and operated by the ruling elite, participation is akin to voting for which slave master you want to rule over you. The present system does nothing to encourage people to participate. Most are so fed up with the present system that they think there is no point in participation. When you can get a majority government with 35% of the votes, Most people feel they are not being represented and that their votes are wasted. We really need proportional representation. My preference would be to get rid of the party system altogether and have all seats filled by independents, like in Nunavut. That way reps are beholding to their constituents and not party or the ones who financed their election. Everything is done by consensus, which means compromise and cooperation. The present system is like a hockey game where you join a team and you are loyal to your team whether they win or lose. That is pretty dumb.

Trudeau government wants to raise carbon tax and slash rebates

Justin Trudeau’s government is slashing carbon tax rebates in provinces pushing back against the federal carbon tax. The new environment minister is also not ruling out an increase to the carbon tax, just two months after the federal election.

Trudeau’s mandate letter to Minister Jonathan Wilkinson says the new minister should be “strengthening existing and introducing new greenhouse gas reducing measures,” citing Canada’s 2030 Paris accord targets and a 2050 goal of net-zero emissions.

This comes just a couple weeks after a key player from Canada’s Eco-Fiscal Commission said Canada needs to quadruple its carbon tax to meet these targets.
