Sounds like this article, and the British Ruling Class is trying to cast blame for the disastrous failure of the Neoliberal Global economic system on the poor. The fact is that jobs that provide even a subsistence salary for a family are disappearing from the West, replaced by service and sales jobs at minimum wage, while an ever more exclusive leisure class, involved in completely unproductive 'investment' or 'trading' activity, reap grotesque wealth, by selling out their own country's productive capacity.
I can only assume this is the first step in validating Thomas Malthus' postulates that 'natural market forces' should kill off the 'surplus population'.. the 'useless eaters'.. to prevent any potential civil rebellion.. that would endanger the interests of the rich. A preview of the immense desperation that our economic paradigm is engraining was seen on the streets of London last month.
The US adopted a policy, during the Presidency of Bill Clinton, that you get no additional money for having children after you begin receiving welfare. And, unless you have a serious mental or physical disability, your lifetime limitation on receiving benefits is supposed to be 5 years. BUT, there are loopholes on those time limits, so unfortunately all too many people get ot remain on welfare for very long periods of time.
Frankly, were I emperor of the world, I would enact a policy that any parent that is not employed, for more than 2 years, and receives welfare for their children, loses those children permanently. They are to be put up for adoption by people that actually have the means to support those children.
Any woman that has more than one child out of wedlock, and applies for or receives welfare, loses the children to adoption, and get sterilized. Any man that refuse to support any children he fathers is placed on a hard labor work force, to clear brush, keep public areas clean, do necessary construction for the government, etc. They get food and a place to sleep (a barracks) but any earnings go to their children. They are also sterilized, so they can not father any more children for the working world to support.
Race, religion, none of that would matter at all. If you have illegitimate children, you either support them yourself, or you pay the price for YOUR choices and behavior.

I assume you are being sarcastic, the alterative reading being that your are a fascist. The truth is people want to have meaningful work, they want fair wages.. they don't want to be exploited.
Most economists agree that the surest sign of a collapsing economy, is a collapsing population, most noticeable in the fertility rate, which is well below replacement levels in most Western countries. So we should welcome children.. but if we want an orderly redistribution of wealth we should re-institute real progressive taxation on the filthy, parasitic rich.
That especially includes unearned Capital Gains, which should be taxed at the full marginal rate, and that top marginal rate should be re-established at about 72% (as it once was), for incomes over $150m. At the same time we can both create jobs and encourage a dynamic enterprising economy, by bringing in protective tariffs, and rescinding demand destroying and cumbersome sales taxes.

Socialism must be implemented before a more honest, selfless, and equal society can exist. Capitalism can only function by exploitation and nothing else matters under capitalism other than profit, everything else takes a backseat (including human health).
