Catch 22. There is no oil to speak of being shipped and not likely to be for some time so why would there be any infrastructure in place to prevent such an incident? If there were tankers running from Kitimat there would be tugs powerful enough to tow a supertanker within about 12 hrs run from where this ship is.
As bill noted the current runs parallel to the coast in that area although 3 different news casts put the ship in different areas.
