Low income people tend not to pay too much tax so a tax credit really doesn't amount to much. They will pay far more than they get in gas or heating costs to line the government coffers.

High income earners should get the tax credit since we actually pay taxes. Why should someone who already pays nothing get extra cash from my pocket.

Why the hell should it be? If you want people to use more fuel-efficient cars or to carpool then increasing fuel prices is probably the only way to encourage it.
