The public school system changed about two generations ago. The Baby Boomers were educated under the old system. They were entering into their prime working years during the Reagan presidency. It was the Baby Boomers who formed the deep reservoir of human capital available to America. The two more recent generations are products of a different public school system in an era in which family structures have broken down. As a result the reservoir of human capital available to America has been diminished. At the same time America has imported uneducated, unskilled and impoverished workers from the third world to compete with American workers in a race to the bottom. That's one of the reason the American middle class is shrinking.
