The income received would be offset by other tax reductions.

It's not a difficult concept.

Governments don't know how to make collected taxes revenue neutral.
The GST was supposed to be revenue neutral to pay down the debt. Employment Insurance and CPP were supposed to be revenue neutral to take care of the unemployed and aging population, but have been raided by governments. Road tax from fuel was supposed to be revenue neutral to pay for highways. HA!

Revenue neutral. What a joke!

Why would that matter? What does matter is how many time a piece of steel is heated to be worked into a finished product.
