Doesn't have to be spent either. Money can be put away for the future but the entitled wouldn't like it because it is all about them.

Revenue neutral is what I said before.....to increase tax on one thing you must reduce it on something else..

I already posted an article from a pro-carbon tax economist who was able to amply show that BC's carbon tax is a failure. BC's economy is NOT booming, it still lags behind Alberta and Saskatchewan. The carbon tax is NOT revenue neutral. I rather suspect you haven't a clue what revenue neutral means.
The last time you tried to define revenue neutral, you claimed that as long as the govt is using that money for new or improved infrastructure or govt programs like health and education etc, that it was revenue neutral. What you described is actually known as tax and spend.
Revenue neutral mean you eliminate or greatly reduce a tax while replacing it with the carbon tax. Otherwise, it's just MORE taxes being paid to govts who haven't got a f*cking clue about fiscal responsibility.
Ontario's carbon taxes sure as hell aren't revenue neutral. They're just a cash cow for the Liberals to try and make up for 15 years of gross financial mismanagement, if not downright incompetence.

The money goes toward projects or tax credits for individuals and businesses that qualify and that amount balances the revenue received annually.

FACT: BC's carbon tax has NOT reduced carbon emissions.
FACT: BC's carbon tax has NOT improved BC's economy or standard of living.
FACT: BC's carbon tax is NOT revenue neutral.

And since you seem to have a problem understanding the difference between tax and spend and revenue neutral, here is the LEGAL definition of revenue neutral.
The term Revenue Neutral implies changes in the tax laws that result in no change in the amount of revenue coming into the government's coffers. In other words, a tax proposal is revenue neutral if it neither increases nor decreases tax revenues when compared to existing law.

So to repeat, TAX AND SPEND IS NOT THE SAME AS REVENUE NEUTRAL. NOT EVEN CLOSE!!
