IMHO, Its not really just about corrupt police - The whole system has issues. We found ourselves forcing the whole crack network to have to go to Toronto to fence stuff as the whole community gets to know pretty quickly who the druggie thieves are, so they have to go to places where they are anonymous to deal.I have absolutely no doubt there are lots of crooked cops, but lots of honest ones too.
