The Taliban are not accused of abducting innocent civilians including children and then putting them in pits in front of their tanks and artillery positions or standing behind their human shields and fire over their shoulders or have their human shields stand in front of them as they fire between their legs at their enemy. That's how Israel uses people as human shields, in the literal sense.
Also, the Taliban are accused of not allowing civilians to flee the area of fighting, by the Pakistan government which is hardly an objective third party. But assuming these claims are true, that would make the Taliban guilty of doing the same thing as Israel and Egypt. Israel built a wall around Gaza and refused to let Gaza civilians flee as they pounded densely populated areas with heavy artillery, white phosphorus and flechettes. So yes what the Taliban are accused of doing would be a war crime.
BTW, why aren't you as skeptical of this Pakistan government report as you are of the UN Fact Finding mission? You have different standards of proof depending on who is accused.
HRW accuses the Taliban of laying mines on the roads, which prevents civilians from fleeing. That doesn't sound like they are purposely preventing civilians from fleeing but creating a defensive perimeter.
Also it appears the Taliban aren't the only ones preventing civilians from fleeing the fighting:

So the Pakistan government is doing almost the same thing and HRW accuses both sides of committing war crimes.
