It would mean that Manafort could be called by Mueller for questioning and Manafort could not refuse nor take the 5th, because he was pardoned. If Manafort refused, he would be charged with contempt. If he does answer Muller's questions and is found to be lying, then additional charges of perjury would be laid against him.
I am waiting for the disclosure documents from the district attorney which will be shared with Manafort's defense team prior to the next court appearance in DC. (Probably today or tomorrow.) These materials should be quite enlightening.
Cohen's wife was/is a partner in the Cohen Business. She was/is a co-conspirator and co-signed all the cheques and kept the books, and perhaps that is why Cohen is pleading and willing to testify so that his wife does not get charged and that she will be able to keep the taxi medallions because of having no criminal record.

A prosecutor is given a budget each year and he must keep his expenditures within the allotted dollars awarded the prosecution office. What breeches of law are prosecuted depends upon how much the budget is.
