The only way to train skilled labour is OTJT. Government can only provide this kind of training to pencil pushers. Besides not many employers would want tradespeople trained to government standards of quantity and quality. They expect and pay for results.

The government makes sure that the standards are met for skilled people and employers get to finish the training the government starts.
The government weeds out the workers that are not suited for the work.
Not to mention if I had a business building widgets, why would I want to hire a guy that I've paid the Gov't to train and have to start from scratch getting him to forget all the sh*t the Gov't taught him and teach him myself? Not to mention all the bureaucratic ideas he's picked up.

Thats hilarious. If governments had to weed out unsuitable workers they would have no employees themselves. If you had ever been near a trade school you would know better. I have 2 red seal trades so I have spent a day or two in school.

It is listed as a basic human right by the UN. And I believe it should be an essential service fully funded through existing taxation.

Everything qualifies as a right these days. Regardless, one might make the argument that access to something like healthcare is a right, but in no way would free healthcare qualify.
